I have uninstalled and re installed victoria even deleting all the folders associated with it yet I cant seem to delete these old save games. How do you do it?

nothing is in there for me yet there are save games in my game when I launch it
Happens to me with paradox games as well they always pick a new save folder. What I do is start a new game and save it with a unique name then search for it.

If you're using Windows 7 or Vista, try copying/pasting this into the Windows Explorer bar:

C:\Users\<your_uname>\AppData\Local\Paradox Interactive\Victoria 2\save games

Default installations in Win7 and Vista make two paths for Vic2: the first is under Program Files and contains most read-only stuff, and the second is in the hidden AppData path that I wrote out above and contains most of the read/write files (save games, screenshots, etc). Why it is a hidden path, and why MS decided to do installs in this way, I don't know.

Note: If you install your copy of Victoria II anywhere other than the default location, it makes save files and screenshots go where they are supposed to.

For example, mine is installed under C:/Games, which is a ton easier to work with. You can do this (with Win7) by clicking Browse when it asks for the location folder while installing, selecting eMachines in the list of file locations that pops up, clicking Okay, and typing Games after the C:/ the text that will appear in the text box. The folder doesn't even have to exist before hand; the installation will create it for you.
