First, the military training diplomacy actions you can take with Elmet are hella bugged. They're supposed to increase recruitment cost in exchange for free levels for heavy infantry. For me, they set the experience totals of all recruited heavy infantry from then on so far into the negatives that the unit would never go up in ranks.
