Constructs Victoria 2 Order of Battle files (which determine starting diplomatic and SOI relations, leaders, armies and navies) to place inside your \history\units folder.
If you didn't understand that sentence was referring to then this utility isn't for you.
What it does not do yet is assign home provinces to regiments. For now they still have to be determined and entered manually.
Instructions:
Unzip the folder somewhere. Remove the example file and place any number of your own .omkr files in the folder. The are simple text files and can be written in any text editor, just remember to save them with an .omkr extension. With regards to naming, FRA.omkr will be used to construct FRA_oob.txt. The resulting .txt files should then be placed in your \history\units folder.
Double click the executable .jar to run the programme. You must have Java 6 installed (most people will already).
These .omkr files should use be formatted like the following example (but without the lines starting with #)(An example file is included):
Sections can be left out, but there should always be two asterisks between the start of the input files and the first armies/navies in them.
