    Teritorial demands in HoI2

    Hello dear fellow players !

Does any one know what are the means to improve the teritorial request chances in HoI2 ? I saw that a lot of countries have claims on other and I was wondering how to succed in getting those provinces.
For example Spain can claim Gibraltar from UK, Irish Republic can claim Northern Ireland, again from UK, etc.
While playing as Spain I've tried on and on to get Gibraltar, first 1% chances, then as my relations with UK got improved, the chances got to 0% and stay there.
Playing as Poland I got 0% chances to get teritories from URSS at the beginning, then 1% when I got in alliance with UK and France.

I don't want to use cheats like ''acceptall'', just to increase the chances by normal means.
    Any help is welcomed.

I am starting to think that option for ''Demand Territory'' is useless, as nobody using it.
If you are too strong, as Germany or URSS, it doesn't matter if you receive a territory or just take it, and if you are weaker than the other, he won't give you the claimed territory.

I'd suggest raising you're relations extremely high and possibly getting an alliance. If that doesn't work, I don't know what will.

as I know, you should be stronger and larger and with good relations
    so alliance could help too

but for USSR, for example, it's impossible to demand Baltic states before MR-pact
so, it could be some ingame limits
