    INSAME emigration!

I'm playing as Russia, trying to make a nice liberal empire. I've passed several reforms, become a Prussian Constitutionalism, almost HM's government, have all of the immigration and foreign reforms passed, but I've come to around 1860 and I'm getting crazy emmigration! I literally lose 10,000 pops a month because of it and my population is draining rapidly. I'm not at war, militancy is 0.5 and consciousness is around 4, I have few unemployed workers and high taxes that i've been lowering lately. How do I stop this?

Which version are you playing? There's nothing which should be causing that in the APD files.
For every subtle and complicated question, there is a simple and straightforward answer, which is wrong.

I'm playing 2.05, I'll try patching to 2.06. It's really ridiculous, not only are thousands of my pops emigrating but thousands more can't buy canned food and are thus dying...really annoying.

Interesting. I've seen that behavior a few times in the past, but only in small countries and only for short periods of time. Are any of your domestic craftsmen producing canned food? Do you have any canned food producing factories?

Also, are you sure that emmigration is very large? Starvation on it's own should account for the population drops you are seeing just fine.
Every winter my Uncle Bilbert used to go out and buy clothes for his entire hobbit family. I remember the first year I came along with him shopping. His tongue was swollen up so he was unable to speak but my uncle Bilbert was not concerned. He simply took me and my cousins to town and proudly presented his young relatives to the shopkeeper. The wise old clothesmaker just smiled and started taking measurements. After so many years of business he didn't hesitate to in fur my uncle's hobbits.

I lose around this much each month, and for a while now my population has been at a constant -10-15k, as indicated by the meter at the top. It's really frustrating since it popped out of nowhere, and it only happens around the 1850s-60s. Starting off at Russia I still have large emigration but at least a large growth to counter it. Now it's all in free-fall.

Try changing over to 2.0.9, the economy is better so migration is more controlled.
