While in 1941 japan researches some techs of 1940 and one of 1941 it has still not begun to research the 1938 carriers. It appears that japan has a much to low priority on carriers. Or maybe it is just a much to high priority on almost everything else? If japan is supposed to be at least some challange for the USA japan needs the 1941 carrier tech for better carriers and especially the better cags.

japan (asia overall) is so badly nerfed in 1.07 it can never threaten a human usa for a second at the pacific.
it's not a bug but a balancing issue, in a '36scen japan has absolutely no chance. it starts with 101IC (base), in a '44 scen it starts with 226IC (base).
imo at least +20base ic (in '36) should be given to japan, but maybe even +40 should be considered.
 
You should check out CORE. They use mobilization to change the way countries ramp up for war. Haven't played that much through it yet, but it seems to significantly increase IC as war approaches. For Japan early, probably earlier than say US?. US being isolationist and all. Players actions can increase the chances of an event firing that increases mobilization.

Human USA was never threatened by AI Japan even during the patches where Japan was at it's strongest.
 
That is true. Japan is made to never attack US mainland. If you play USA you can simple sit on your continent and wait till the other parties fight war to an end if there is such a thing as an end.
