We actually made a patch for this in few days after the release. Not sure if it's in steam though and it doesn't fix old save games.

I have Steam, and my game wasn't updated since patch 1.0.22
usa.gs file was last changed on January 18th (release date) according to the file's properties.

I bought it from Gamersgate.
How do I get the patch?
Delete the US Cities DLC, download it from GG again and reinstall?

I made an attempt:
I deleted usa.gs from the game folder and allowed Steam to re-download the file.
The bug is still there, nothing changed, no patch was released by steam to the US expansion.
If CO made a patch, it wasn't released.

The bugs were fixed and a new version was updated in January. I'll look into this to see what might be the problem.

Nope, that was 1.0.22 which all Steam users are supposed to have.

EDIT: forgot to say that that patch wasn't that functional.
