I think the problem might have been that I hadn't actually unified Japan yet. I had annexed all but two provinces (which were my vassals) and it said I became Shogun. So I thought I had unified, but I guess not. After I went back and annexed those two provinces, I soon got a message saying that I became Japan. However, this too seems bugged...
After I became Japan, suddenly I can't do any interactions with foreign countries except to "Send Gift". Also, I'm not sure why, but after I became Japan I could no longer adjust the Stability slider.
So my two new questions are,
1. Is conquering foreign countries disabled while you are still just Shogun, but haven't unified Japan?
2. Why do I suddenly become unable to do anything after I become Japan?
I think one of the problems here is that nothing tells you what the process of unifying Japan will entail. I didn't know how to become Shogun, or what being Shogun does, or what the Shogun influence was about, and I didn't know what requirements there were to unify Japan, or what will happen when I do. Because nothing in-game, or in the manual, or even on the Sakura mod page describes it.
