How do I get Royal Laws to pass, such as the increased crown authority? I am playing as Scotland, and even the vassals that have a +100 opinion of my ruler will not vote for it.

Also, does anyone know why only my immediately controlled county use my kingdom's inheritance laws? The other counties are NOT part of any other de jure kingdom or counties, so I am at a loss. Thanks.

OK, now that was a new concept to me! Thanks, I will try actually waiting instead of looking at the opponent's list immediately and backing off.
