Ship repair?

My warships aren't repairing, any idea why?

Do they not need to be in a province with a naval base of some level?

i have put them in a naval base(sorry should of put that in 1st post)

Is it just a port though, or a level >0 naval base?

Are you getting the goods required for the ship repairs on the world market? I believe you need clipper / steamer convoys and artillery. You can check that in the budget screen at the national stockpile slider.
