Go to the characters file and just create a new one. That part is easy.
About the faces, there is a "dna" variable, but there's no info about it at the moment.

Also the create_character scripting option is very powerful on events - you can give a name, dynasty, culture, religion, father, mother, traits, attributes, age...pretty much everything you need. No need to edit the character file.
I was using it in the decision feature to generate a stream of Zoroastrian courtiers for my court, just for kicks
