Yeah... i think it may be :
A) Easter egg
B) Someone in Dev team, who got some strange... well you know, accidently "copied" one of his files into ISO, and no one did saw it before it was too late
I found that file as well, I can definitely say its not used in the game :P

I think it is part of the hidden end game sequence. It makes pretty much sense.
