Gran Colombia


It is with great pleasure that we announce to the world the rebirth of a great Union. For today, our Venezuelan brothers have agreed to join us, forging a new, strong, prosperous nation. Today our people's stand united under the banner of Gran Colombia.

We also have another reason for celebration. We have struck an historic deal with the Peruvian government in the form of the treaty of Bogota. Peru has relinquished its claims over our land, in return for gold, industrial investment and military training. This treaty has solved all conflict between our two nations and shall serve as the basis of friendship in the future.

To mark the rebirth of Gran Colombia, celebrations shall be held throughout the land. We invite foreign dignitaries from across the world to come and join the celebrations.

Lastly, Gran Colombia shall stand by all treaties previously signed, except for those treaties signed with the nation of Brazil.

Our fellow friend and neighbour, the Republic of Costa Rica, has agreed to join the Federation of Northern Central America to create the Federal Republic of Central America, reforming the union that had been broken for so long due to petty struggles and interests. In the United Kingdom, King Edward announces that his Government had finally reached an agreement with the new Republic of Gran Colombia and Kingdom of Scandinavia about trading rights and other formalities. British attempts to find Kaoline are vastly successful, with rich deposits being found in the Midlands. Factories are ordered to be set up, as some British Aristocrats feel that a new type of product, one based on luxury and style, was to be manufactured. The British Government agreed to assist them in their efforts, in the name of expanding Britain's role as the Industry leader of the world. Due to the recent Communist Revolution in Britain, the countrysides were destroyed and much of the railway system was either in disrepair or unusable. To combat this, the British Government, now restored in London after burning the Red Flags of the Revolution, passed a bill to expand, upkeep, and repair all railway lines in the isles. Thousands of British citizens breath a sigh of relief as regular service quickly starts up again. [+3 Infrastructure to the United Kingdom. -1,500 Gold from the UK.]

A joint Conference between the United Kingdom and Sweden meet to try and create a railway linking Sweden and Finland. The investigation for the project is underway and they announced it will take a year to assess the feasibility of such a route. Among other things, the Stockholm-Uppsala-Helsinki Railroad Company was founded by British investors, with the intention of building a railway along that route. The British Government also transferred money to the Scandinavian Government. [-530 Gold from the UK. +530 Gold to Scandinavia.]

Across Scandinavia, and her colonies, a massive call for soldiers rang out. Although it was not what the Government was hoping, several thousand were raised in defense of both the colonial possessions as well as the regular standing army. [+60,000 Regulars to Scandinavia in 2 turns.]

The Scandinavian Government, interested in moving away from its War with Denmark, embarked on a huge peace-building a unity-driven campaign. Denmark was removed from occupied territory status, and instead elevated to a constitute Kingdom, gaining full representation in the Parliament. A massive government program, which involved handing out money to citizens, and working on rebuilding Denmark, was initiated to great success. The long isolated Norway, more interested in its own affairs, finally warmed up to the idea of integration into the country. An act was passed and Norway was officially annexed as a constituent Kingdom. [-550 Gold from Scandinavia.]

The Rebels, understanding that there was no way Denmark as a nation would be coming back, and running low on supplies after a few battles with the Scandinavian Army, finally laid down their arms on September 16th, 1865, and were accepted back with full amnesty. Understanding that they could no longer live in Denmark, they choose to move to the new colonies in Africa. The government transported then to Hvidsortland, the new name for the former Portuguese colony of Angola, where they established the port town of Nydanmark. They swore allegiance to the Scandinavian Government and promised to defend her should anyone attack the colony.

Yet another programme from the Nordic government was to establish a series of Colleges around the country, in a bid to spur on education and modernization. Although several colleges are built, attendence and enrollment is rather weak, forcing some of the college controllers to petition the Government to import exchange students from around the world. In accordance to the Treaty of Balmoral, the Nordic Government signs away their ownership of lands to the British Crown. A trade agreement with Brazil is also agreed to. [+5 Trade Balance to Scandinavia, +5 Trade Balance to Brazil.]

The French Government announced that it would officially sign the Treaty of Balmoral, along with another Treaty with the United States of America, outlining that the two powers would remain connected in a friendship. Along with this, Emperor Napoleon announced that some changes in the Treaty of Versailles were agreed upon, limiting France to 300,000 Men, 15 Large Ships, and 35 Small Ships until 1870. From there after, the French would have to agree to remain neutral in all conflicts dealing with the victorious powers, and they would be limited to 450,000 men, 20 Large Ships, and 45 Small Ships until 1880.

A massive breakthrough at a small French Armory sent a shock-wave through the French High Command as a simple, breech-loading rifle, named the chassepot, was invented by a simple gunsmith. The French Commanders were so impressed with this rifle, that funding was put into it to produce it for the entire French Army. With a lot of time, money, and effort, half the French Army was equipped with this rifle by the end of the year. This, combined with a reorganization of the General Staff, meant that the French Army was already improving from it's previous defeat in the Franco-Prussian War. The French Government announced that a new Department of Agriculture and Resources was to be created to assist the Emperor in managing the countries national resources. One of the first reports comes from French North Africa, which started with, "Here in the lands occupied by France in North Africa, we report abundant amounts of Sand and Dirt." The office in general greatly helped to streamline the management of the countries resources. [+50 Income to France.]

The United States of Greater Austria, now at peace, called for the demobilization of all it's forces conscripted to fight the War against Germany. Confident in their ability to defend the homeland, they hold rallies in support of the new Government. The minorities come out in droves to support the new change, but the German population is lukewarm at best about it. [-549,000 Conscripts from Austria.]

Greater Austria also announced that 1865 was to be the first election of the House of Commons in peacetime. The results surprised all of Austria as three parties formed. One harking back to fully German state, a moderate party that attracted all cultures, and a radical party bent on supporting completely equal rights between Germans and minorities. The Radicals won a majority, with the moderates gaining modest amounts. The Reactionary German Party garnered little support, and their base was mostly from German enclaves around the country. The Emperor was shocked that his Imperial Party had only come in second place to the Radicals.

The University of Prague is opened in Prague, funded by the German Government. By an act of Parliament it was officially opened and War Veterans were given scholarships to advance in the Arts and Sciences. In it's first year, it is swamped with students, even going as far as asking the Scandinavian colleges to exchange students to ease their burdens. [-300 Gold from Austria. +75 Income to Austria.]

The Vienna Stock Market is created by the House of Commons in order to manage the government-owned industry during the War. According to the Constitution, the Government cannot assume ownership of any industry. This new Stock Market, thought to be a success, does not live up to its expectations and share prices stay relatively even, with only a slight increase in price.

In the Russian Empire, investment into a new rifle, similar to the French's new rifle, is looked into. The price was rather steep, but the investment was worth it, allowing the Russian Army to be better equipped than it was before. [-350 Gold from Russia. +1 Army level to Russia in 1 turn.]

Along the Ottoman-Russian Border tensions arise when the Russians begin to construct fortifications, walls, and trenches, almost in shooting range of the Ottoman Border. The Russian Tsar says nothing about this, and instead announces the construction of an Ironclad for the Baltic Fleet. [+1 large Ship to Russia in 2 turns. -100 Gold from Russia.]

In Arkhangelsk, a new industrial center is started by a royal decree from the Tsar himself. It is to focus on Steel and Heavy Industries to supply the Russian Army. In St. Petersburg, Confederate capitalists arrive and decide to invest their money in some industry in the city, growing its industrial base. [+4 Industry in 1 turn to Russia. -350 Gold from Russia. -150 Gold from the CSA.]

In the German Empire, the government holds large rallies welcoming home the German Soldiers who fought for the Fatherland, as well as commemorating the unification of the German Empire as one nation. The recent shock of War seemed to finally be wearing off, as Germans came together like never before. [+1 Stability to Germany.]

After this great fanfare, Germany demobilizes its armed forces, sending them home back to their farms and factories. [-238,000 Conscripts from Germany.]

This period of grace does not last, however, as Bavaria, still devastated from the War becomes a hotbed for radical elements in politics. The German Government begins to pump money into the ruined area in an attempt to rescue it and bring it out of depression. It is mildly successful as it only is able to rebuild Munich and some other smaller towns, leaving the farms, and the majority of the population, unable to sustain themselves. The Kaiser attempted to negotiate with these radical leaders, wondering what they wanted from the German Government, only to find they wished to have a complete revolution. The Kaiser, unwilling to hear this, had all the leaders arrested. A massive outcry against this ensues, one that the German Army has to put down.

In Italy, the Government announces that a new Constitution is to be drafted, granting equal rights for all citizens, men, women, children, and of all races and ethnicity. This revolutionary concept was accepted and agreed to by the people, and with a stroke of the pen by the King, Italy became the most equality-oriented country in the world. [+2 Stability to Italy.]

Former republicans are accepted into the Government as a method of reconciliation and rebuilding. The country generally is still in bad shape, but the Italian Government announces that new railways will be constructed, as well as new industry in the Southern half of the country, in a bid to try and promote a greater sense of unity as well as rebirth. The Spanish Crown announces the formation of a Government Office designed to control and create new industrial expansion. The first project laid out is one to expand the Armament Industry. An attempt to buy off other wealthy industrialists fail as the only person to come to Spain to help with their industry is a businessman from the Principality of Liechtenstein, who brought with him plans to make a goat factory. A new college designed around economics and management is founded in Madrid, with the purpose of providing better bureaucrats for the nation, and the ability to run things more streamlined. Due to a lack of stellar statesmen in the country, the Spanish look outwards to try and get some professors. They receive a wide array from many countries, most notably China, where several former Qing officials are brought in to teach efficiency management.

North America

In the United States, President Seymour signs the Homestead Act of 1865, which allowed any able-bodied male free land and some money in the West for them to settle. Immigration to the United States shoots up, as more and more people head west to try and claim their land stake and strike it rich. [+1 Pull to the United States.]

The United States, recently signing the Japanese-American Treaty of Friendship, sets out on building the Japanese Empire 8 Large Ships and 18 Small Ships, as well as sending them an interest-free loan. In return, the Japanese and Americans entered into a military alliance with each other. While working on the Japanese's new Ironclad Warship, a small breakthrough was made in a method to weld the pieces of metal together, enhancing their ability to stay together under fire. The United States Military arrest and hang several Spanish officials who were found in New York City trying to undermine and sabotage the War Effort. This ruthless imprisonment and execution was common during the War of Southern Independence, but now that it was against a foreign national, thousands of eyes look down upon the United States for doing so, and an international incident was created because of it, with tensions between Europe and the United States high.

In Cuba, Spanish forces extend a ceasefire agreement to the United States Military, who agree, while the ill and wounded are treated in Havana. However, a plague seems to strike out amongst the American forces as thousands upon thousands get sick from an unknown disease. [-20,000 Regulars from the USA.]

In the Confederate States, new textiles mills are set up in Georgia, to try and use some of the excess cotton produced by the thousands of Southern plantations. The increase in industry puts more people to work and helps lift the devastated Georgia off the ground. [+1 Industry to the CSA in 1 turn. -150 Gold from the CSA.]

The Confederate States and the Russian Empire enter into a trade agreement, shipping cotton to the Russian Empire to feed their textile mills in exchange for some manufactured goods and raw materials. [+5 Trade Balance to the CSA. +5 Trade Balance to Russia.]

Replacement elections are held in the Confederate States because of the death of President Robert E. Lee. Former Vice-President Alexander Stephens is chosen to lead the country.

In Central America, Costa Rica agrees to annexation by the Federation of Northern Central America, to the point where the country re-federates under a new constitution to the Federal Republic of Central America. Although split because of small differences before, Central America is once again reunited, standing as one. [+1 Stability to Central America.]

Central America sends an expedition across the ocean to try and build industry for the Heavenly Kingdom. However, a typhoon off the coast of China sinks the ship, along with all the bullion inside it. [-300 Gold from Central America.]

The Central American President announces to the country now that they are United and Free, they must come together in national unity to ward off any imperialist ambitions on their territory. The population reacts in favour of this speech. [+1 Stability to Central America.]

The Central American Government announces that they are offering tax incentives to cultivate and grow exotic fruits for export. [+20 Base Income to Central America.]

South America

In the newly formed nation of Gran Colombia, the government set about a policy of public works, in order to help the economy overcome it's recent setback. Although many people were upset at state intervention in the economy, the effectiveness of these measures soon silenced them, and new factories and railroads began to spring up across the nation. [+5 Industry to Gran Colombia in one turn, +1 Infrastructure to Gran Colombia in one turn]

The new nation was less successful in its endeavors to find natural resources however, as all the search parties outfitted either found nothing, or failed to return, succumbing to the horrors of the jungle, such as snakes, spiders and the dreaded parrot. [-5 Gold from Gran Colombia]

The Gran Colombian Government also ordered the felling of many acres of rainforest, creating not only a profitable logging industry, but also clearing land for the planting of cash crops. [+10 base income to Gran Colombia, +10 base income to Gran Colombia in 1 turn]

The Treaty of Bogota, although initially hard to swallow for the Peruvian people, gains gradual acceptance, after the Peruvians realize that there is no sense in fighting a war over a piece of useless jungle. The Gran Colombian treasury does take a hit however, as the funds used to fulfill the treaty are removed. [-500 gold from Gran Colombia, +5 trade balance to Gran Colombia]

The Government also sets up trade links with Mexico, which does lead to increased profits. Unfortunately, Mexican bandits happen to ambush a coach carrying a large sum of government money, which they proceed to take. [+5 trade balance to Gran Colombia, -5 gold from Gran Colombia]

Gran Colombia also takes it upon itself to enter the war of the Quadruple alliance. Sending a lightly armed force of 4,500 men into Brazil, they quickly begin to take losses from the various natural hazards of the jungle. They do however, manage to catalogue several exotic species, which the scientists they brought with them take great interest in. They also manage to seize a small Brazilian fort, wiping out the garrison in the process. [-500 Regulars from Brazil, -1,500 Regulars from Gran Colombia]

For the Quadruple alliance, 1865 was a year of mixed results. The year began well, as a quickly mustered force of Paraguayan reserves and militia smashed the Brazilian force invading their homeland, overcoming the superior Brazilian firepower with a grim determination and brutal bayonet charges. This not only secured the Paraguayan capital, it also caused major domestic problems for Brazil. Both sides took heavy casualties, but the 'death blow' that the Brazilian public had been told to believe was coming had ended in shameful defeat, with the Brazilian army retreating and regrouping near its own capital.. Elsewhere on the Paraguayan front, the guns were mostly silent. Apart from the odd artillery exchange or camp raid, neither side was willing to attack, the Paraguayans waiting for news of their supply lines being clear, the Brazilians not wanting to waste men when the war might soon be over. Happily for the Brazilians, the Paraguayan nation is beginning to feel the strain of war, more so than any nation in the conflict. [-500 Regulars from Brazil, -500 Conscripts from Brazil]

On the Brazilian homefront, news grew grimmer by the day. Coupled with the defeat of the main Brazilian attack of the year, the raids by ex slaves on the Brazilian countryside reach a level unseen up to this point. More and more slaves are being sent back into Brazil, and as they raid, the slaves they free join their cause. Cutting a fiery path through rural Brazil, they bring the economy to its knees and strike terror into many Brazilian civilians. Many Brazilian conscripts, afraid for their families and property, begin to desert and return home, taking their arms with them. They do not lack the will to fight, but cannot stand the idea of their loved ones falling victim to the 'Negro Devils' which are ruining the countryside. All was not bad news however, as in the south, the Brazilians make major headway. The Argentine army is smashed, and the encircled Brazilian troops freed. With the entire Rio Grande area secured, the Brazilian army then pushes on into Uruguay, making good progress. On the 9th September, the Uruguayan Government, meeting under fire of the Brazilian guns which are now pounding Montivideo, agrees to surrender, provided Uruguay is not annexed. Africa

French Forces surged across the Moroccan-Algerian border with the intent of capturing the capitol. All resistance to the Chassepot-equipped French soldiers quickly melted as the Sultan personally meet the French Commander on September 18th, 1865 to offer the surrender of his country to the French. Although resistant to full annexation, the Sultan was able to negotiate an agreement where Morocco would become a Protectorate of the French Empire, but still nominally independent.

The Battle for the Boer State of Transvaal continues as the British Army pounds the shoreline and the Boer lines into submission. A large group of British soldiers surge into villages and towns, ensuring the quick defeat of any partisan forces there. However, a few battles ensue and the British get caught in a trap laid in a valley by Boer Snipers. The British Artillery is unable to shoot upwards, resulting in a near massacre of British forces. While they gained a lot of land, the British paid dearly in blood. [-6,000 Regulars from the United Kingdom.]

Even with this defeat, the British pressed forward and issued another 20,000 men to charge and surge into the Boer heartland, capturing farmers and finally reaching the outskirts of the capitol. Some fierce resistance was put up, but the British Army marched into the capitol, arrested the President, and proclaimed all hostilities between the two nations to be over. Transvaal was officially annexed by the British Empire, but partisan forces refused to lay down their arms. [Britain at peace. Boer Rebels in Transvaal and South Africa.]

The British, meeting with some Scandinavian commanders, wished to give them the treasury of the South African Republic as a sign of good will. However, upon finding the country's gold reserve, many soldiers nicked a few pieces for themselves, and the British officers took a hefty chunk away. By the time it was turned over to the Scandinavians, little was left. [+10 Gold to Scandinavia.]

Asia

The Arabian Peninsula was ravened by war when the opening shots from the Ottoman cannons were heard. Saudi encampments ran as Ottoman Cavalry surged through the area, quickly claiming it for themselves. There was little to no resistance to the Ottoman expansion, but a few battles took place which resulted in light Ottoman losses. [-1,000 Regulars from the Ottoman Empire.]

In the Ottoman Port of Constantinople, the base for the entire Ottoman Navy, an explosion rips through the night air on August 18th, 1865. The Ottoman Ironclad, the only in the fleet, exploded in a fury, ripping the ship in two and rendering it unusable. The next morning, a large Russian Army stormed through Bulgaria, quickly taking Sofia and causing the surrender of the Bulgarian defense forces of the Ottoman Empire. The fighting is fierce, but the Russian's superior numbers allow them to prevail. [-6,000 Regulars from Russia. -10,000 Regulars from the Ottoman Empire.]

In response to this, the Russian Government then rushes an army to man the fortifications in the Caucuses along the Ottoman-Russian Border to prevent any attack through there. The Russian Empire also announced that they would be mobilizing their armed forces to fight against the Ottoman Empire. In the first few weeks, thousands had been drafted into the Army, ready to fight. [+150,000 Conscripts to the Russian Empire.]

In China, the Taiping Emperor orders the construction of many canals and roads throughout the Empire, bringing easier travel to many places. These methods are still behind the times, being more common in 18th than 19th century Europe, but they are certainly a step in the right direction. The Emperor also reorganises the army, disbanding the conscripts and establishing a 3,500,000 strong standing army. [-645,000 Conscripts from Taiping, +480,000 Regulars to Taiping]

Naval shipyards are also built, increasing trade as new merchantmen are built and allowing for more warships to be built. Unfortunately, the Taiping lack the technology to build any ships that could compete with European navies. [-500 gold from Taiping, +50 base income to Taiping in 1 turn]

The Taiping also open up trade with Spain and Dai Nam, although much Spanish trade is intercepted by US ships from the Philippines. [+10 trade balance to Taiping, +5 trade balance to Spain]

Attempts to build industry, fail however, as the Taiping simply lack the knowledge to construct industry themselves. [-500 gold from Taiping]

In Korea, the Manchu Emperor decided to withdraw half of his force, in an attempt to convince the Koreans that they are Manchu people and do not need to be harassed by the army. While military deaths do fall, the Korean opposition grows bolder and bolder, even daring to assassinate the Manchu commander in Korea, General Li, in a daring daylight assault on his headquarters, which claims many Korean lives. Efforts to build industry also fail, as corruption sees government funding stolen by the powerful groups of nobles that now hold much influence in the nation. [-100 gold from Manchu]

The Manchu meet more success however, when a leading scholar publishes a pamphlet speaking out in favour of the Emperor's rule, and suggesting that through his benevolent guidance and willingness to listen to his people's concerns, the Manchu people hold more power than the people of many other nations. [+1 stability to Manchu]

In an embarrassing turn of events, a Manchu attempt to set up a stock exchange fails at great expense, as investors simply laugh and question why they would do business in such a small, poor and undeveloped country. [-150 gold from Manchu]

The Manchu do get a boost however, as the lease on Leesburg is raised by 150%. [+15 base income to Manchu]

The Japanese Emperor, fresh from a new vacation, addressed the crowds of his people by stressing the importance of bringing Japan up to a higher standard in the world, trying to show the people that it is imperative that they evolve and adapt to Western customs, or the Japanese Way of Life will forever be lost. He announced this with a huge fanfare, saying new schools of thought where being brought in for Naval and Military Affairs. To top it off, he signed a new trade agreement with the United States of America, bolstering both countries trading routes. (+1 Army Level to Japan in 2 turns. +1 Naval Level to Japan in 2 turns. -350 Gold. +5 Trade Balance to Japan. +5 Trade Balance to the USA.]

In the Dutch East Indies, Ottoman agents are found trying to make local Muslims rebel against their Dutch overlords. It is successful as several islands break out into revolution, asking to be annexed into the Ottoman Empire.

Thailand concludes a deal with the Ottoman Empire, bring them into their sphere of influence. [+10 Trade Balance to the Ottoman Empire. Thailand an Ottoman Sphereling.]

Starting off from Hawai'i, a group of British Soldiers, along with some eager British Citizens, started to branch out and land on several islands nearby with the intention of colonizing them and claiming them for the British Empire. After the "Pacification" of the natives, the British Empire expanded into several Pacific Islands.

The previous year has been a year of mixed feelings. We are joyous over the great success of our public work schemes. Not only have we provided employment for many thousands, but we have also boosted our economy by building new factories, railway lines, increasing trade and by planting new crops.

However, we feel great sorrow at having been forced into war. Our intervention has been required in order to help our southern brothers and to try and relieve the great pressure being placed on them by Brazilian forces. We hope that this war will soon end, so that South America can become prosperous once more and before any more blood is spilt.
 
People of the CSA I request that we remember the life of a great man. Robert Edward Lee was born in Virginia and he served that state for the rest of his life. He led the south in our war of independence and was a wise leader after our victory. I ask for a one minute silence in memory of this great man.
