OOC: Though, to be fair, it is an era where nations felt so strongly about this sort of this stuff, they actually got together and made a bunch of rules on how to fight a "clean" war, including banning perfidious surrenders. It's not for another five decades, but that's the sort of thought that went around in this era; for that matter, the perfidy (in its technical use) of the Havana governor and resultant devastation of the city could become a defining event that inspires the Hague accords in-game. For that matter, this era was one that glorified the ideal of the medieval era. Actual medieval warfare was a lot dirtier than Victorian dreams about medieval warfare.
Rounding up the Boers and putting them all in fortified camps? Sure. Setting up machine gun posts and mowing down the savages as they attempt to defend their homes against yourrapacious advancegentle and enlightened rule? Par for the course. Claiming to surrender, then knifing the other person in the back? Oy...consider yourself lucky if the enemy ever accepts a surrender from you again.

OOC: It was made for a reason, Culise. The reason being that most nations engaged in such tactics when it was convenient. And, technically, the guys who surrendered didn't stab anyone. We just omitted that there were still troops that had not surrendered.

Ottoman Empire would like to express our concern on ongoing reaction by foreign dignitaries towards Spanish-American war.
Yes, Spanish Monarch have joined or being drawn into several wars.
But it's it his decision to make and biggest part of Spain's citizens, at least until recently, have supported him in his decisions.
It's fair to say that he have overstretched Spain's capacity to wage war, that his decisions have proved unwise, at least in light of current development, or that he have done a poor job of securing allies, or at least evading wrath of more powerful states.
But it's unacceptable to throw around insults against Spanish state, that have little or no connections to reality. Calling Spain slavery supporting tyrants is hypocrisy from the mouths of those that abolished it just a few years ago or where it's still in effect in one form or another.
Same with "backwardness" and "corruption". While Spain may not be leading the world right now it's still far ahead of some of those, that accuse it of being remnant of feudal times.
And to be fair, as much as we value American friendship their and Columbian action can only be interpreted as old, plain land grab. Otherwise we would be alarmed, that one nation can attack another based on such a shaky ground. After all Americans have their own problems with Indians and have used force to put down their revolutions.

The United Kingdoms of Sweden, Norway, and Finland would like to condemn the actions of the Spanish governor of Havana. Such actions are an affront to the Law of Nations and set a foul precedence for future wars. Furthermore, such actions are detrimental possibility of future surrenders and will likely only lead to greater bloodshed.

The Kingdom of Spain is puzzled by the unexplainable condemnations of the actions of Spanish soldiers and Cuban militia, how can they be considered honorless, when they have fought to the best of their ability, face to face with their foes, who shamefully retreated and proceeded to attempt to level the entire city? If anything, it is US Army conduct, retreating from battle and proceeding to conduct indiscriminate terror shelling, which is utterly disgraceful and a stain on the already tarnished reputation of the United States Military.
A portion of the Spanish military decided to surrender, the forces under direct command of the governor, who acted against the wishes of the Kingdom of Spain, which were expressed in the order to defend Havana at all costs. The other forces, being under the command of the Tercio de Cuba, who do not answer to the Governor, decided not to surrender, and organized themselves to ambush the US forces.
It would seem that these nations defend that obtaining the surrender of a small portion of the army forces the entire army to surrender. I hope I do not have to elaborate on the great merits of such a line of argumentation.
We are concerned that so many rulers of nations can be swayed by the threat of brutality, implicit in the actions of the United States, and choose to represent their interests, rather than your own people's. We commend the Ottomans, in spite of our not so few disagreements, on having enough sense and courage to speak up against this barbarism. One does really have to wonder who are the truly civilized peoples here.
