Emperor Meiji, talking to a massive crowd in front of the Imperial Palace, has proclaimed the victory of the Manchurian and Japanese forces over the Koreans in the Sino/Jap- Korean war. All veterans of the war shall be rewarded greatly, as well as being treated with care. Those that were wounded will be given the most health care in order to nurse them back to health and to allow them to return to their daily lives. This day shall be marked with celebrations!

The Emperor is elated with the fall of the oppressive Korean state that plagued Korea for so long, as it is truly a victory for all the great nations of the Earth. The Korean people are now free, and they are protected by both the Empire of Japan and the Manchu Kingdom. We would also like to send our condolences to the Japanese Government for the great losses that they sustained in the final battle for Seoul. We would also like to remove any doubts and allow Japan to rule Seoul as their own.

On the recent killings and mass-murders (among other heinous crimes), many men disobeyed direct orders from their senior officers and the Emperor; the people of Seoul, and in that respect, Korea, were to be treated with the greatest respect, humility, and humanity - the Japanese High Command gave the very same orders. We would like to remind the Sultan of Morocco that the actions of these junior officers and soldiers went against strict orders that has lowered ourselves in the view of the world. Punishments will be given out according to the severity of the crime. Manchuria is a place of civilization and justice, not barbarity and hatred. The Korean people are our own.

The civilians of Japanese Occupied Korea will be treated with utmost respect. As we speak the engineers and the occupying force of the Imperial Japanese Army are distributing food, repairing homes etc. throughout the Japanese occupied areas. The Koreans shall be integrated into the Japanese Empire and will be allowed to continue speaking their language, we will not impose on them our customs, all we want is for them to work with us. Those officers who allowed for the mass killings will be punished, I can assure you that.

The Kingdom of Spain condemns the senseless brutality brought to bear on Korea in this conflict, noting that countries who want to be seen throughout the world as civilized cannot allow such things to happen. We hope that the Manchurian and Japanese governments take action against those responsible, and ensure that this will never be allowed to happen again.

We also hope that a significant effort is put into reconstructing Korea, and into ensuring humane conditions for every Korean.

We will allow Korean refugees to settle into Philippines, as they will find security and prosperity, under the new development plans for the Philippines.
