The Qing Emperor having seen the Poor quality of Political Leadership in the CSA feels that despite the Excellent Military Leadership of the CSA it's political leadership will potentially doom it to destruction. The Solution to all the worlds problems is utterly simple. We should set up all government so they run like an Episode of Yes Minster. At least that way the politicians will be so busy fighting the government that they will not have time to invade other countries. Equally it will mean that countries will be well run the half of the time which is about an improvement equal to half the time in the amount of time a country is well run. What could ever go wrong.
