Ottoman Empire will not enter this war as it haven't recovered from previous one. Our ground forces are in tatters, economy trails behind Netherlands and Italy, that have much smaller population and European holdings have become unruly due to hasty proclomation from our allies.

De Facto control. The only reason why they are not Confederate is because the Confederate Army is not operating in that area. You currently have no soldiers, no garrisons, and really - no control.
