I've got an interesting idea, what if there were sort of characters to play as while they rule their nations? For example, in Oceania you could be a high ranking official who makes all the important Inner party decisions. Your actions would be played out through events. In the case of a proletariat revolt, you would, for example be given the choice to flee to North America from London or try and negotiate with the rioters, in the event that London was threatened.
