Soviet Provinces Ceded to Hungary

When the Bitter Peace event fires, all of the provinces that the Soviets give up but are not yet occupied are being given to Hungary rather than Germany. This seems rather odd. I looked through the event, which is really long. Do they go to Hungary because Hungary is listed first? I have no idea what the purpose is of having commands that cede all of the provinces to every different conceivable Axis power, but for some reason, I don't think it's working right.

What do I need to do to fix this? I'm playing IC 1.02 over DH 1.02.

My problem is similar to yours. When Germany and its allies invade and conquer Yugoslavia, it is Hungary that accepts the surrender. Better yet, I only used German troops to take Greece, but it is Hungary who annexes Greece.
