After much consideration, I shall vote Nay on delegating more power to the POTUS. Although I believe Roosevelt is a trustworthy man and would not abuse these new privileges, his successors may. What's not to say Our 33rd President may be a little on the unethical side? I'm not willing to risk our country's safety.
For the bill on who controls the US Special Forces, I'll wait for some debate first. I personally prefer the branches of the military to have a decent amount of autonomy, as micromanaging tends to lead to collapse, but I want to hear all sides first. The branches already have significant sovereignty, so the Special Forces being controlled by the Executive Branch may not be a negative thing. I'll be a neutral party until both sides present valid points.
