Commentary:
The IC budget will fluctuate as we finish upgrades, so I'm okay with a budget slightly over the existing construction budget. Highlights include new carriers and transports for the navies, a new Marine Corps of five divisions, and continuous construction of strategic bombers and fighters for the air force.
Leadership currently has 9 per day devoted to officers. If/when we break 140%, I will shift that LS into tech, at which point the distribution will be even between the three branches of the military (army, air force, and navy).
Saithis: I included all the priority and useful constructions in the budget.
Chimina: The marines came out of your budget, since both you and Saithis proposed them; if we need to change this, that's fine.
son of liberty: I have the perpetual construction of IC, escorts, and transports continuing and the infrastructure additions.

Next actions:
A 48 hour window for budget amendments before we go to an up or down vote. This window closes on Thursday at 10:30 CST (-6 GMT). Two Senators must sign an amendment for it to be put to a vote. After that, we put the revised budget (if there are any changes) to the Senate to vote up or down.
Chiefs and/or doppelganger Senators may comment on the budget process as openly as you like, but you may not propose budget amendments personally or co-sign them. ((You could, of course, find somebody else to lean on.))

The window for budget amendments is now closed. HOWEVER, you can still make your opinions known; in fact, if you vote "Nay" on the budget, I want to know why.
I think that voting will probably be overwhelmingly positive, so I'm going to preemptively ask the Chiefs to submit official plans for FY 1942. ((Tom, Chimina is going to be unavailable for the next week or two; can you fill in as Interim Chief of the Army and Air Force until he returns? If you haven't already gotten them, let me know and I'll send along his construction and tech plans.)) If they aren't going to change very much, just tell me that, since I have the originals. That way, Tom and KILLER BOB can finalize plans for operations and we can get another update in sooner rather than later. Chiefs, if you haven't already, please send all plans, draft or otherwise, to Tom and KILLER BOB as well as to me from now on.
If at all possible, I'd like to budget voting, official builds, AND any operational adjustments done by Monday at 10 PM (-6 GMT). All you need to do, Senators, is vote Aye or Nay on the budget. I've got papers to grade this weekend, so I probably won't get an update out even if everything goes perfectly until next week. The good news is that the semester is nearly over.

Mr President, honored members of Congress,
While I know it is unusual for acting field commanders to testify before your august body on matters of appropriations, I felt that I would be remiss in my duties were I not to express my wholehearted support of the President's budget. Our Nation's great Navy is what will be bearing the lions share of the combat in the coming years, and any reinforcements it will receive will be sorely needed as we fight first to check the Axis onslaught, and then roll it back.
The current closing of the Mediterranean to our forces and subsequent setback of our Norwegian campaign indicate just how tenacious our foe is, and just how difficult it will be to pry them out from the rocks which they cling to. However, I have absolute faith that should our boys be given the bombs and bullets they need, that they shall help lead the Free Nations of the world to ultimate victory.
