What I really mean is that you cant' allow max castle levels in every single Kori of Japan.
Def value doesn't just depend on the structure itself but on the geographical position too. If not 1000 castles you can have 10.000.000 castles but in the current system the AI and player will make them ALL max in due time and that's totally wrong because they will ALL eventually get to the max defensive values (along with other bonuses) making them all the same. THAT is the switch I'd like to have in the game.
A small addition to the castles question discussed above. Should'nt it really come down to the time period you are talking about? The main characteristics of the late Heian economy, for example, was a fleeting workforce not tied to the land and an extremely constrained work market. There were simply too few workers to go around, to both toil the land for those important agrarian taxes, and make large scale construction. The reason behind this was the decline in population in the previous period. For example, after the fire in 1180 (caused by the Heike), the Toodaiji shrine was reconstructed at a snails pace as there were not enough workers to go around. It took roughly 100 years to finish the reconstruction. And the Toodaiji was a symbol of the realm and had the highest priority. That, and the fact that warfare was largely waged on horseback and in open areas, severely curtailed the building of castles in the Heian period. However, as stated earlier above, castles were abundant in later periods and construction times shorter (the work market was different then).
I don't see this being a minor patch, but a full expansion. I highly doubt it would be made for Sengoku before the feature would be made for CK2 as Paradox is in the business of making profits so they can continue to work, eat, and live. I do like your ideas, however.
Perhaps you have other ideas for improvement of Sengoku within the framework of what is already in the game. That is more likely to be included into a patch. Also, if there is a feature you want and you can submit code to help get it started it is more likely to be included. The hard-coded non-moddable stuff should be the priority though so that modders can more freely create new material to improve upon the game.
Would love to see in 1.5 some fixing of how the AI handles assigning daimyo/kokujin titles to vassals. I've had several times where daimyo vassals had given up to 10 kuni to the same person instead of spreading them around and/or creating new vassals. This lead to problems later on in the game with frequent rebellions in their territories.

I think it was an intentional design choice to make every kori functionally the same except for terrain. If you differentiate them by max village/castle level you should probably also differentiate by base taxes and base levies; I would like to see some variety, with the value of a province being based on more than just its physical location in relation to other clans (though admittedly I have no idea how historically accurate this would be).
Here are my two suggestions taken from another thread.
-- Heirs to your Clan, and direct descendants, who have a score of 100 towards you and you've designated them heir to the Clan a decade ago, don't send ninja against your demense weakening your defenses there.
-- Plots to break away as a player can be executed without a backer and if AI allowed to do the same, balancing around the criteria to do so.

Here is another off beat idea..
-- Show the total number of daimyo and kokujin lands owned for a vassal, and their vassals, in the vassal list and not just the number of direct kokujin titles of the vassal with a border shift showing one or more daimyo titles. When trying to farm out better lands across vassals, handing out secondary daimyo titles, or balancing the power level among vassals, you can't rely on the icons and portrait alone and must mentally make a checklist of who needs beefing up.
So, will we have a Sengoku 1.5, and when?
