Yes, Alsace-Lorraine is a German core and as such is needed for a country to form Germany.
You need Alsace-Lorraine only if they have a North German majority.
Well, given that NGF now has a grand total of 5 brigades, it's doubtful that he'll be taking AL any time soon.

Austria decimated the NGF, which had 50 brigades when mobilized. After demobilisation, it's now only 5. It'll probably go back up, though.
To form NGF, you're correct - and since Metz province doesn't start the game with a North German majority, you never need A-L to form the NGF.
To form Germany by decision (rather than by a crown from the gutter), you have to own every single core province of the German Empire. Even the ones whose provincial culture has become completely French / Polish / Danish / whatever.
Nothing scares infantry like tanks that can see them. Nothing scares tank crews like infantry they can't see.
