I want to know when we can get access to a demo of CKII to test the preformance of our PC's when running the game

Typically Paradox likes to quietly release a demo on the week of release or the one prior to that. Its always small in scope and is generally a bit buggier than the final release but it usually gives a rough idea about game requirements and speed.
Oh and to my knowledge, they never announce them ahead of time.
