    Pop Maker Utility?

    Is there a Pop maker utility in existence for Victoria 2?
    If not, would anybody be interested in making one? Unfortunately I know almost nothing about programming.
    It would be very useful for total conversion mods.

    Input files could use a format such as, for example:

    Code:
    Name: NEW YORK #File name of .csv file
    Population: 151000 #Number of pops, 1/4 of real population

    Maybe using the PopAdjuster tool from here? It's not exactly what you want, but you might be able to work with it to do what you want.
