Fascist would be anachronistic and false in this time frame. Do we speak German Señor?

I believe the term National Republic, Republique Nacional would fit better.

Or we could find a mascot, or short name for our party, and make that our title

General de Porto.

As the speaker mentioned, we are now a fascist republic. It is no longer anachronistic or whatever you ment previously.

Minister Fernandez

Polls are now closed. The final tally stands at:

Political Crisis in Bolivia:
Yes: 15
No: 6

So the bill has passed. Seek75, I still don't have any word on what you want to do with your term of office.

I'll probably play through later today but my schedule has become a little erratic. Update when it's possible.

AURORA DE CHILE

Yesterday, on the 17th of June 1906, Severiano Miramontes, former military commander and minister, with a record of over thirty year's fine service to the Chilean State, shot himself in his study. Recently, he has been suffering from apraxia, a condition that affects movement, which forced his retirement from the Senate only last month. He has been recorded as losing all senses in his legs, which may have been the cause for his suicide. His final words, as recorded by his secretary, were:
"I should rather die whilst alive than live whilst dead."
After this, he shot himself in the head, causing immediate death. His death will be mourned by many, since he was a fine man with many outstanding qualities, who despite his track record in govenment nonetheless never made it to the highest position in Chile. His position as Senator for Valparaiso, previously being held by such distinguished individuals as Eberado de Cary and Anselmo Galante, will now be taken over by Sebastian Montenegro, current editor of this paper.

New Character
Name: Sebastian Montenegro
Born: 1870
Party: Frente Patriotico
Positions: Editor of Aurora de Chile, Senator for Valparaiso
Background: Born into a Montenegrin Orthodox family in Valparaiso's banking sector, Sebastian became a journalist in 1890. His many articles for the paper earned him a great deal of respect, and in 1904 rose to the position of chief Editor.

I do not know this word, Fascist, does not sound like a Spanish word. It is unfit for Chile.

The term "republic" is not Spanish either, in fact it is Latin.

Besides, as Sr. Montenegro has already stated, it was a symbol of authority and unity during the Roman Republic, which Iberia was originally a part of and contributed much to. We have as much a claim to the word as any, and I choose to designate it as the official term for the ideology of our new National Republic, assuming of course my new constitution is passed.

Nor is the word "Chile", in fact, Spanish of origin either, being derived from some native tongue. I do not think a couple more non Spanish words would fit that awkwardly with those already used so commonly in the nation.

Maybe we can remove "fascist" and put "falange" instead. Falange is a spanish word, deritative from the greek phalanx. We, like the phalanx, push foward together into the future as a single nation.

Sáez 1906-1908: Expansion

Caudillo Sáez heavily found himself compelled by an agenda that was not his own. Egged on heavily by the hawkish orders of the Executive Committee of the Frente Nacional, the Chilean Congreso in its nominal role as a legislature passed an act annexing the state of Bolivia "to alleviate the ongoing political crisis there." In reality, the so-called "political crisis in Bolivia" had been heavily staged by the Chilean secret police, operating under De Santa Rosa and the outgoing Caitan Crazzio, shoring up support for pro-Chilean ultranationalist political groups. Chile officially annexed Bolivia in January, 1906. As many political commentators had predicted, Brazil, Uruguay, Paraguay, Peru, Ecuador, Colombia, Venezuela, and Haiti withdrew from the South American common market and security treaty immediately thereafter in protest, fearing growing Chilean expansionism.

Though Sáez had opposed the measure, claiming that the breaking of Chilean influence could only be disastrous for economic output, he was by no means a pacifist. On February 28th, 1906, the Chile declared war on both Paraguay and Peru with the intention of annexing the former and bringing the border province of Ica of the latter under Chilean control. Sáez dispatched the Metropolitan Army, under Ferrari, to invade Paraguay and the 2nd Army of the Republic, under De Porto, to bring Peru under Chilean control. Ferarri, for his part, rapidly accomplished the invasion of Paraguay, smashing the 24,000 man army of the nation at Asuncion in March and annexing the country in August after a brief occupation effort.

The Peruvians proved much more resilient. Though De Porto was quickly able to secure the border provinces of Ica, the Peruvians quickly mobilized their reserves and achieved numerical parity with the Army of the Republic. Despite laying siege to Lima and surrounding the Peruvian Army, De Porto suffered a disastrous defeat at Huanuco in May and quickly requested reinforcements from Santiago. The 1st Army of the Republic, under General Varde, met De Porto in Lima in June, and the pair fought a series of bruising winter and spring skirmishes in the North Andean mountains for the next several months, until De Porto finally managed to corner and destroy the Peruvian Army in Huanuco on September 7, after a two-week battle. Despite destroying the enemy army, dislodging the stubborn Peruvians from their heavily fortified bunkers in Ica proved more difficult than anyone had ever imagined. It was not until November 1907, more than a year later, that Peru finally agreed to surrender the provinces.

The economic boom in Chile faltered with the loss of the sphere, though the steady stream of immigration into the country did not. With the annexation of Ica in late 1907, Chile exploded to a population of more than 42 million, for the first time surpassing the Confederate States of America as the 2nd most populous nation in the Americas, behind the United States, and the 7th most populous country in the world. Chile was widely regarded as having the the most powerful land army in the world, though Minister Fernandez (taking up the Security Ministry after stepping down from the leadership) informed Sáez that the country could field up to nearly 1.5 million soldiers (480 brigades) though only 387,000 soldiers were currently in service. The treasury under Crazzio continued to post a healthy surplus, which Sáez directed towards the unemployment problem with the increasing flood of immigrants in to the country. De Santa Rosa had the responsibility of delivering a much more grim report to the Caudillo - at the dawn of 1908, the secret police estimated at least one million active rebels within the country.

Following the lengthy fighting in Peru and decisive victory in Paraguay, Caudillo Sáez decided to do what he had always intended and propose the institution of a new constitution: a document, he said, that would reflect the new spirit of the National Republic.

-------------------------
For my first action as the new El Caudillo, I would like to propose the Constitution of the National Republic of Greater Chile, so as to officially end the old, outdated Third Republic.

Frente Nacionale, Partido Patriotica, and Partido Republicano shall all be merged together to create the new Partido Nacional Revolucionario del Fascismo Chileno (National Revolutionary Party of Chilean Fascism) ((any Spanish-speakers, please correct this if it's wrong)), or the PNRFC for short, which shall be recognized as the official party of the National Republic. Any individuals seeking a government or military job must join the PNRFC.
El Caudillo, as well as the House of Deputies shall be directly elected by landed or distinguished individuals whom belong to the PNRFC. The Senate will remain as-is.
There shall be a National Trade Union, where representatives of the government, the working class, and the capitalist class can negotiate with one-another in a central location.

((Essentially, this will change reforms to Only Landed, Ruling Party Only, State Controlled, and Only Underground))

Player Actions Needed:
Vote Yes/No on the new Constitution of Chile.

Sample declarations look like this:
Constitution of the National Republic: Yes/No

EDIT: Voting closes 10 AM PST Monday, the 12th.

Constitution of the National Republic: Yes

Chile must stand united. Un pueblo, una nación, un Caudillo!

And the reports on the dissent across the country is disturbing. Is there any way of curtailing their numbers?

Obviously, I will vote Yes on the Constitution of the National Republic of Greater Chile.

I urge the members of Frente Nacionale to support my Constitution. We must sever all links to the old, outdated Third Republic: times have changed, and the conservatism and reaction of old is no longer an option. We must forget the past, and march onwards towards the future, to embrace our destiny! Viva la Chile! Viva la Patria!

I join my compatriots in supporting the Constitution of the National Republic. We are taking strides to make our own, signature changes after years of waiting. For the time being, I suggest an internalized Government focus until the dissent has subsided and unemployment returns to acceptable levels.

Alejandro Ruiz de Escovedo,
Minister of Foreign Affairs

In this time of political adversity, I would deem it wise to oppose this constitutional change.

"I shall oppose this constitution, and I ask that my readers do the same. I oppose it for two reasons: firstly, that it calls Chile 'Greater Chile', a superflous title; and secondly, that it fails to make clear whether the Senate has any power. Are Senators also required to be members of the Party to vote? Are Senators required to be members of the Party in order to be Senators? This constitution lacks clarity, and until it fully explains itself, I must oppose it"

Sebastian Montenegro
Editorial in the Aurora de Chile, January 4th 1908

Is our Chile not greater than the one that existed before the National Revolution? Why, then, should we not refer to it as Greater Chile?

As for the Senate, I shall edit my constitution slightly, so as to shed light on its purpose:
There shall be two Senators for each province within the National Republic, whom shall be appointed by whatever method the individual provinces see fit.

I will not add any specification for party, as it is already clarified in the original that in order to receive a government or military related post, one must be a member of the NRPCF.

((Won't add anything in game terms, since they need to be fascists anyways. Mostly just flavor.))

"Chile is already greater; that is obvious. However, the term 'Greater' when used in relation to a country is based off the 'Greater Germany' idea, whereby the nation's borders are extended to encompass all land that should or does contain people of that nationality. Chile, however, is in the position of not being historically larger than it was. As such, I doubt that the word 'Greater' is required, since it is superflous, sounds arrogant, and furthermore, it sounds a bit silly. This is my verdict on the matter, and I will not change it."

Sebastian Montenegro
Speech in the Senate

The Resistance considers this "Constitution" another mockery. This paper that does nothing more than says: "We like to oppress people" have no right to be called a Constitution.

I find myself in agreement. This "Constitution" constitutes nothing more than an insult towards freedom. It is but a monkery of the ideals that free men hold deer.

- Mantiago Retruécano

I strongly oppose this new constitution. I believe the changes I had made were enough, but limiting the senate further by prohibiting ALL political parties seems like a extreme measure. While I support the creation of State Controlled Unions and I even suggest having Estevan Varde leading that intention, we mustn't give voting rights to the landed. The country will not be ready until there is only One Chile, by force or by diplomacy. All we will see are socialist sympathizers infiltrating our party. But once the country is united once again, we might be more flexible.

(...) Only Landed, Ruling Party Only, State Controlled and Only Underground (...)

Those would be in direct opposition to my laws: No Voting, Appointed, None Allowed and Harassment. My ideal set proposed for the nation once the panama crisis is solved would be Only Landed, Two Per State, Non-Socialist and Harassment though those would allow for the Patriotas and Republicanos to co-exist with the Frente Nacional..

EDIT:

I PROPOSE A BILL.

Liberation of Cuba

1. The Chilean Nation will declare war on Spain for the liberation of Cuba and -if the situation allows it- the conquest of the island of Puerto Rico.

2. The Chilean Nation will ask the Free State's collaboration in this invasion, asking for their navy during the course of the war. In exchange, they will recieve some kind of compensation.

3. The Chilean Army will begin the recruitment of an occupation army for Puerto Rico (18 brigades would be nice, considering the Spaniards won't attempt anything as our navy is superior).

"This new motion of invading Cuba is irrelevant for two reasons. Firstly, it refers to compensation being given to the Free State, something which I could never bear, as they are an illegitimate state; we should not need their help. Secondly, any invasion of Cuba would expand our empire without first having asserted control of our own backyard. Any liberation would have to wait until Chile has re-asserted its hegemony over South America. I also have difficulty with the notion that we would need 18 brigades to control Puerto Rico. That number is far too high, and would represent a commitment that is unnecessary and wasteful, drawing troops from sectors where they will be better used."
