And Escovedo has been appointed as Minister of Foreign Affairs. I had to remove Adrian Navia ((Lyonessian)) from the ministry to place him in command of an army, as we are creating lots of new brigades and lack leaders. I know there's going to be much controversy about it and quite frankly I don't know what to do about that. He's been loyal so far

I also have a sad announcement to make: We are not in range to colonize anything. The imperialist powers have divided africa against themselves, leaving us with nothing. Our only possiblities of seizing African lands is to declare war on somebody or getting the Congo Free State (but that's luck-based). The polinesian islands are all but colonized as well, except easter island (and it is too far away to colonize)
 
I am grateful for the promotion to Minister of Foreign Affairs, and I assure you, Fernandez, that the skepticism about myself originates with one embittered General. I will not address the issue much more, other than to say every party member who commented on a recent argument between myself and said General vocally and vociferously supported me, while not a single man supported his baseless and antagonistic claims. There will be no controversy, and I will do my job as a loyal and faithful servant to Chile.

Now, as for my positions on the current state of foreign relations, I have not much to say that is out of the ordinary. Obviously, French, British or other outside influence within the continent of South America should be prevented and stopped at every turn and opportunity. Additionally, and to that end, Argentina must be completely subdued and annexed, and we must make strides to push for even greater unity under the Chilean banner in South America.

Regarding the ongoing situation between the illegitimate secessionists in Panama, it is obviously desirable to negotiate a peaceful outcome. However, given their stalling tactics, we must set an impending deadline for successful negotiations to prevent massive casualties. If this deadline is not met in a satisfactory manner, then it becomes unfortunately necessary to invade and reclaim our rightful territory from these quasi-sovereign traitors.

Currently, these are the stances to which I hold firm regarding National and International relations. I have also deemed it appropriate to release my official portrait as Minister of Foreign Affairs:

I do not recognise the appointment of Senor de Escovanitas, and so his words carry no weight in this regard. I would remind him, however, that continuing to impose arbitrary deadlines and implicitly threatening violence against the Free State shall neither expedite negotiations nor incline us to reconciliation. These negotiations are between two entities of equal status. We shall be treated with the dignity deserved by our position, or we shall refuse to treat with the Continental Administration any further.

Ah, a comedian. I nearly fell out of my chair when I read the "equal entities" section of your letter. And to misspell my name in such a manner? Priceless, I must say. You are treated with far more dignity than is deserved by a collection of rebels held together only by the notion that some power might be theirs. You do realize that less than half of the dissenters are on your side... don't you? Well, de Conti, the fact that you do not recognize my appointment is hilarious, given that none of the true Chileans recognize your appointment. What appointment is that, by the way? Prince of the Frenchwomen? Robin Hood of Panama? I am confused by your words, but no matter. They are the truly weightless babblings in this situation.

I have come to an agreement with Senor Fernandez to establish a long-lasting peace between us. And while I would never impose as to advise Senor Fernandez on his appointments, I would suggest that the mainland Foreign Office be better inhabited by a man who was not abrasive, charmless and generally disagreeable. I cannot think of any greater act of sabotage against the Continental Administration than to retain a Foreign Minister incapable of even the simplest niceties of diplomacy.

I did not realize that peace would be a reality, and had not been briefed regarding the matter. Thus, I took your comments at face value, being as I am without even the slightest information on the situation. Additionally, though, I do not appreciate being ridiculed by the likes of yourself for encouraging peace first, and war only if such peace could not be achieved. My name is Escovedo, and you know it as well as I do. Illiteracy? Hardly. I appreciate the fact that you have a certain eloquence to your speech, but I have just the same formality. You were the one who misspelled my name and refused to recognize my lawful appointment. So, a lacking understanding of the niceties of diplomacy is a rich accusation. However, I congratulate both parties on peace, and hope that it is truly as you say, de Conti, a lasting arrangement. I would appreciate the publication of this agreement, given the considerable and polarizing controversy surrounding the matter. With publication of the treaty, as well, comes the assurance that both parties will abide by their agreements.

PATENT OF PERPETUAL PEACE AND FRIENDSHIP

In the name of God Almighty, the Father, Son, and Holy Ghost, three persons distinct and separate, and one sole divine essence. Be manifest and publicly known to all who shall see it this public instrument of confirmation and agreement, revision, and rectification of perpetual peace which was made in the year of the nativity of our Lord Jesus Christ, 1901.

We, the signatories of this patent, make known to all who shall see the present letter that perpetual peace between us and the Departments of Chile, was negotiated, at our command and acting as representative and ambassador. The said peace was first negotiated by we, the President of the Free State, and our partner in governance, the Chief of the Administration. Afterward the peace was affirmed, signed, and sworn to by the said officials acting as a competent and qualified representative of the said departments, and as their ambassador, as is set forth more fully in the instrument of agreement of peace which was made in regard to it. We should authorize, confirm, and swear to the said peace in our own person. Its tenor, word for word, is as follows:

Therefore, the President of the Free State and the Chief of Administration declared that they renounced, and they did renounce, in the name of their constituents, all allegations, exceptions, and all legal remedies and beneficial aids, ordinary and extraordinary, which might rightly belong to their constituents, or to any one of them, now or at any time hereafter, to annul, revoke, or infringe, in whole or in part, this said instrument of agreement, revision, and rectification of the said peace, with the said additions made by them, or to postpone or prevent its operation. Likewise they renounced all rights, laws, customs, usages, actions, and opinions of lawyers of which they might avail themselves of it in any way. Especially did they renounce the law and right which declares a general renunciation invalid. And for greater assurance, the said representatives, by virtue of the said powers which they have especially for it, declared that they took oath, and they did take oath, in the names and on the consciences of their constituents, for themselves and for their successors, will keep and observe the said peace, and cause it to be kept and observed, perpetually and inviolably, according as it is set forth in this instrument, in good faith, and without any evasion, deception, or mental reservation whatsoever. The National Government shall denounce any communist insurgency orchestrated and organised by Senor Dio Guerrero as contrary to the values and traditions of the Free State; specifically, the National Government shall denounce all efforts to impose a proletarian dictatorship by revolutionary means as contrary to the democratic institutions of the Free State and in opposition to the rightful, legitimate order of government. The aforementioned Senor Guerrero is declared a traitor against the Free State and a warrant issued for his arrest. Senor Rios is also declared a traitor against the Free State and a warrant similarly issued for his arrest. The National Government shall not suffer any communist insurgency based in or operating from the Free State.

The National Government shall undertake to exclude all officers who espouse a revolutionary Marxist doctrine to impose a proletarian dictatorship by violent and extralegal means from active service and government. Such subjects shall be prohibited from entering the civil service, the legislature and the executive. Such subjects shall be rendered incapable of obtaining ministerial office; incumbent ministers professing such beliefs shall be immediately removed from office. This ordinance shall universally apply to any subject of the Free State who professes support for violent undemocratic revolutionary Marxism to impose a totalitarian dictatorship.

The Continental Administration shall undertake to suspend preparations for active interregional conflict between the Department of Panama and the Administrative territories. The Continental Administration shall withdraw all requests issued to foreign governments requesting access for the transfer and deployment of armed forces into and through their territories. In the spirit of mutual peace and friendship, the Continental Administration shall publicly renounce efforts to subvert the integrity of the Free State and the National Government shall do likewise in regard to the Continental Administration.

This instrument of agreement and peace having been seen and examined by us, by the said representatives of our council, we approve, assent to, and confirm it, and promise and swear to perform, maintain, and observe this said instrument of contract of peace, and all the articles contained in it, and each one of them, in good faith, and without any evasion, deception, or mental reservation whatsoever, by us and by our successors, and by our respective departments, lands, peoples, and citizens, under the stipulations, agreements, obligations, fines, bonds, and renunciations contained in this said contract of peace.

For those unwilling to read that wall of text, we are now at peace with de Conti's nation. We made a compromise: we will cancel our military access with their neighboors and they will denounce all forms of radical marxism and immediatly sack all socialist ministers/prohibit socialists from getting to the government.

What I could not get out of this peace deal was our navy. At first glance seems it was a diplomatic victory for de Conti, but I prefer internal peace in Chile as we expand into our neighboors...

This truce is well recieved in the face of an upcoming war with Argentina.
 
This resolution certainly solves the economic problems we may have faced in a prolonged standoff with the Free State but it is not a permanent solution to Chile's division. We nationalists must strive towards peaceful integrating the Free staters into our government, and if some mild changes need to be made in order to suit their wishes..... so be it. I shall speak no more of this in public... be on the lookout for my letters...

I am here today to propose yet another bill to the Congreso (let's try this again, shall we?):

Strategic Redeployment Act

1) All armies are to be reorganized into Legions.
...a) These Legions are not to exceed 60,000 men in numbers (20 brigades).
...b) A set number of troops per Legion will make deployment and organization much more easier, as well as eliminating partisanship in the military.
2) Legions will be deployed in such a way that one can support another.
...a) This will allow for strategical and tactical flexibility, as well as increasing the overall striking and defensive power of the army.
3) A general can command no more than two Legions.
...a) This will prevent one single commander from gaining too much power.

I believe that this is at it should be: a truce. The question of perpetuity, however, must be settled; we cannot deem this a perpetual agreement. It cannot last indefinitely; it must only last conveniently for both parties. Now, as I have repeatedly claimed, a peaceful resolution to this situation is desirable, and I am confident that one will be reached. However, I must maintain that this current agreement should and must be only a temporary one, as the existence of a separate state is unacceptable. Denouncing Marxism is well and good, but it is an empty agreement that would have occurred anyways because of de Conti's commendable moral and ideological fortitude. I believe that the work put into this temporary agreement is a stepping stone to an actual resolution, but only that. More must and will be accomplished, and Chile will be re-united under the Nationalist banner.

The important thing, as Fernandez notes, is that we have secured a truce in this time of internal strife and volatility. This allows us to look to the annexation of Argentina with our minds at ease. I applaud both parties for working together, and I hope that this is a sign of what is to come. In the future, we must and will be strong in our convictions. I look to Senor Crazzio's suggestion of minor, mild concessions with no real weight as the answer, because while we hold the obvious upper hand in both naval production power and in armed forces overall, de Conti and his men are honorable, and deserving of respectful parlay.

General Hidalgo is exactly correct in his suggestion of equal armed forces sizing. Though I will not weigh in too much on an interior matter, I applaud the effort as a sensible stability boost in Chile. Therefore, I will vote YES for the Strategic Redeployment Act.

It seems that this reorganization is sound and popular, and comes at an opportune time, with our military presently being rebuilt, I will support this bill, should it come to the Congreso!
