The Communist menace has been destroyed, and with it the last dreams of a Leftist organized state. We must now embrace the Right, and seize the day for Chile.

I am rather surprised the Republicanos did not attempt to retake Santiago, but it spared lives and for that we can all be grateful.

Our first order of business, we must rebuild the military to be as strong as it was, or even stronger, to defend against outside and interior attacks. We must rebuild loyal armies, and assign new loyal generals to armies which must be remade.

Once we are secure, we begin to continue the wonders of industrialization, and look abroad to whom we will embrace in the loving arms of Chile.

The Resistance seeks to serve and defend the legitimate government of Chile: any standing members of the Congreso prior to the civil war who have not thrown in their lot with the illegitimate regimes of those who plotted against the Republic - de Conti and Fernandez.

I can lead willing freedom-fighters, but I cannot lead Chile - by default the Acting President of Chile must be elected from among the living non-aligned members of the Congreso by the living non-aligned members of the Congreso!

The President of the Republic is still living, Senor Guerrero. And he is still loyal to the institutions of the Republic, which is more than can be said of yourself.

First you champion the men who sought to dissolve democracy and disband the Republic. Now you frame yourself as a supporter of the legitimate government. The legitimate government, Senor Guerrero, is safely established in Panama - because I, the man who you accuse of conspiring against the Republic, lead it there instead of offering my support to the National Revolution. When you were in a position of power, and your allies at the head of an army of 150,000 men, you spoke with impunity against the government and the Republic. Now that your insurrection has been crushed, you scurry out of your sinking ship like a rat and behave as if you were for the Republic all along. You are a turncoat and an opportunist, not a warrior of democracy.

I hereby declare the establishment of the Chilean Free State, a provisional continuation government. I extend safe passage to all who wish to travel to the Free State - with the exceptions of Senores Rios and Guerrero, who both participated in a plot to depose the legitimate government. Panama shall not receive the enemies of democracy-turned-allies. It would discredit the very Republic we propose to restore.

CHILE HAS AWAKENED!

The last 30 years have seen Chile fall into dismay. We have seen the fall of the old liberales, and the polarization of a system where people claim "class struggle" and "social injustice" is the justification for the destruction of families and lives. We have grown past that, and now we live in a Chile were the proletariat, the borgeoise and the government stand together for the Nation. We move together as we are one, a collective mass of Chileans, and stand together no matter what.

But the way here was difficult. We have seen the worst war ever fought in Chile. Entire cities were laid to ruin.. our presidential palace was shelled by both communists and nationalists.. we no longer have a fleet.. our armies are disorganized and our farms are empty by the conscription. Therefore we need RECONSTRUCTION, both politically, socially and economically. We need to return Chile to it's former glory. The seeds of democracy were planted in Chile, but they died because of the bad soil and weather. Therefore we must create the conditions so that the seeds of democracy grow once more. We must create the conditions for our democracy to return. I just wish Admiral Alvarez and Ex-President de Conti understood this..

I will hold power until 1906, where I will hold an election WHERE I WILL NOT VOTE, to choose the next leader to this nation, giving him all my powers.

By presidential order, I declare the following laws come into order:

Summary of the laws of the Chilean State.

  • The creation of a State Party, the "FRENTE NACIONAL".
  • The immediate enactment of a curfew, from 8 PM to 8 AM.
  • The creation of a counter-intelligence agency to keep the republic safe from radicals, terrorists and criminals.
  • The reconstruction of all damaged areas, like the city of Vina del Mar and the capital city of Santiago, including the Palacio de la Moneda.
  • The construction of a new fleet, to keep our seas safe.
  • The creation of a national medal, the "medalla O'Higgins" to be awarded to heroes of the nation and martyrs.
  • The suspension of all elections and the nationalization of all press.
  • The prohibition of all poltical parties or movements, except the Patriotas, Republicanos and the Frente Nacional.
  • The prohibition of Trade Unions.

A quick re-cap of the situation:


Slavery is outlawed as always.
The upper house is appointed: that means that while I believe the government should have strong control over the nation to ensure stability, the Patriotas have remained loyal and there are some worthy republicanos, so god-fearing men are allowed into the congress even they may be midly conservative and even liberal! But no socialists in there, I'm glad.
No voting, until the nation is back on track.
No public meetings.. unless they are for supporting the government. If I allowed them, the streets would be filled with communist agitators so a curfew will be in place.
The press is state controlled. I am sorry for the Subercasseaux, but I must make sure no communist makes use of pamphlets to coordinate a revolution.
Trade Unions are Illegal for the time being.. they might return later though.
Political Parties are legal, but only non-socialist ones. That means the Patriotas and Republicanos keep existing, but any left wing party is disencouraged and will be met with fierce resistance from the government.


And my cabinet, of course... I must remind everyone that this is just a temporary cabinet until our political researchers figure out how a "third-way republic" works. The cabinet will include new people once "the way of the fascio" is invented. I know there are supporters like Escovedo and Prince Roseno that want positions and I tell them not to despair as they will get to the government later ;)

We do not have the navy an the panama guard in our military any longer. I need a new admiral, anyone interested? I also gave Colonel do Porto the largest army and I left some vacant armies until we can vote for a new Chief of Staff.

And the last thing I would like to implement, two bills to every congressman in Chile. I hope THe Speaker allows voting of these bills, though. These bills do not represent my opinion, and they are about topics I dare not give my opinion about.

ABSOLUTION BILL
1. The Republican government in the Panama Channel is to be left alone, and any invasion to that area is to become illegal.
2. The president de Conti will be removed of his charge and will be allowed to return to the mainland unpunished.
3. Admiral Alvarez will be invited back to Chile and will not face trial IF he returns the navy back to mainland Chile.
4. All high-ranking military men, ranking above Colonel, that supported the republic will return to Chile and will not face trial IF they swear loyalty to the new government.


RESTORATION BILL
1. All imperial titles are no longer illegal in Chile, but only in an honorary fashion and do not hold power.
2. The exiled nobles are to return to Chile, but they will not be able to claim the land that is associated to their titles.
3. Prince Roseno is enthroned and recieves his palace and his throne/crown back, but he will not have any political powers other than a ceremonial importance.
4. Prince Roseno will be obliged to swear loyalty to the president and the government, and will have to renounce to his claim of an absolutist Chile.
5. Prince Roseno and the nobles will have to assist to official government or church ceremonies.


I ABSTAIN on both bills, as I do not know what to do about those subjects. I'm not a fan of the nobility but Prince Roseno has been loyal to this government. I don't want to execute exiled president de Conti, but I do not want him to pose a threat to Chile and I want my navy back. It's a mess for me actually.

I am honored at having received the O'Higgins Medal. I am also glad to stay in command of the Army of Patagonia, the loyal men I have commanded for nigh upon two decades through strife and warfare.

Absolution Bill: Yes - The Republicans are not only well-minded people but are our ideological brothers. We must adopt them back into Chile!
Restoration Bill: Yes - The Royalty, in particular Crown Prince Roseno, has done their part during the revolution. Let them have the throne!

The second bill I shall Abstain I have no love of the royals but they have proven their worth during the revolution.

I know this is a good idea and therefore I will have a statue made in the gates of the "La Moneda" palace when it's rebuilt and when that darn hammer-and-sickle is finally removed from the roof..

Finally! An end to the horrors of capitalism and leftism and other such isms! It is with regret that the Chilean Federation of Labor must be dissolved, but I hope that one day it will be reborn, better then ever. I must protest the the limited citizenship policies of the government however. These policies will still allow jobs to be stolen from true Chileans. However, I applaud the stance of state intervention in the economy, as the oppressions of capitalism will finally be brought down!

I have just recalled a matter of some importance; that of the Industrial Encouragement Act. This act was submitted by myself, and entailed a tax decrease on every strata of 5% accompanied by an import tariff of 2%. I am proud to report that it passed with flying colors during the time in which de Conti had control.

I merely ask, President Fernandez, that you quell my worries that the law may fall out of action. I humbly request that you confirm that the act will be a part of Chilean law.

Bold claims, but you stopped being President of Chile the moment you plotted to institute a coup from the presidential palace with Fernandez and his followers. Your eventual change of heart was based on the desire for personal power, and you were never a legitimate president to begin with as you were only able to become president due to the unconstitutional purge of the electorate that took place by the Rightist administration that preceded you.


As for you, Fernandez...your crimes are too many to count. Not only did you plot to seize power from the shadows, not only did you murder thousands in the war - a war you and De Conti created - but now you have overthrown the Republic of Chile and established a new, totalitarian, State and are entertaining resurrecting the monarchy.

I hope that my fellow politicians in the Frente Nacional will give a second thought to my policies regarding the economy, that precious sapling that, if let alone, can grow into a bountiful redwood. I would also like to personally invite the until recently exiled nobles of Chile to mi villa so we can talk business. It has been a long time since the giants of the Andes ruled and they may be interested in some new business proposals I have for them...

INSTRUMENT OF ACCESSION

My fellow patriots,

The Republic has fallen in Chile, but it lives on in Panama. By the bravery of your commanders, the rightful government has been delivered from the hands of evil and into the Promised Land. Were it not for the swiftness of Admiral Alvarez and the steadfastness of Colonel Rivera, the people's government may well have perished at the hands of the arch-traitor Rios and his henchmen. But God was on our side and preserved us from the confederacy against the government. The apparatus of State has been shifted intact to Panama City, where it will continue to operate in good order. I shall not abandon the people of the Republic, nor neglect my duties as their President. The rightful government shall remain in existence, its purview limited to Panama.

This is not a secession. This is a provisional arrangement until a permanent settlement can be made vis-à-vis the Frente Nacional. Chile shall not be divided. It would be my greatest sorrow to see our nation dismantled by the chaos of civil war. Therefore, let me make it clear that the Free State seeks to peacefully coexist with the administration on the mainland. We are all Chileans, united in our love of the Fatherland. We will recognise the current arrangements on the mainland as an accepted fact. In return, we would ask for cooperation in common matters, specifically trade and immigration and the maintenance of the Free Chilean Navy.

I now present the following documents, detailing the structure of the Free State and assorted administrative matters:

GOVERNMENT

The Third Chilean Republic is defunct. The Fourth Chilean Republic is hereby proclaimed as its legal and spiritual successor, to be known as the Chilean Free State. The capital is to be established at Panama City, which is hereby renamed Nueva Santiago del Norte. The capital shall serve as the seat of the government, legislature and judiciary of the Free State. Congreso Nacional shall henceforth convene in Neuva Santiago at the Teatro Nacional. The Palacio de Casco Viejo - henceforth known as the Palacio de Estado - shall serve as the official residence of the Head of State.

In this emergency period, a national triumvirate shall act as the executive, known as the National Defence Committee (CDN). There will be a Chairman of the Committee, along with a Commissioner for the Navy and a Commissioner for the Army. The National Defence Committee shall convene at the Palacio de Estado.

There will be a President of the Free State, who will simultaneously hold the positions of Chairman of the National Defence Committee, Governor of Panama and Commander-in-Chief of the Armed Forces of the Free State.

The incumbent of the Office of President of the Third Republic shall automatically inherit the Office of President of the Free State. Subsequently, the position will be subject to popular elections after the emergency period has concluded.

The current National Defence Committee is composed thusly: Charles Maximilien de Conte, Chairman, Eduardo Alvarez, Commissioner for the Navy, and Juan Rivera, Commissioner for the Army.

MILITARY

The Armed Forces of the Free State will be divided into two branches: the Free Chilean Forces and the Free Chilean Navy.

The Free Chilean Forces will compose the armies of the Free State and will be based at Neuva Santiago.

The Free Chilean Navy will compose the warships and military vessels of the Free State and will be based at the Port of Balboa, henceforth known as Puerto Libertad.

Colonel Juan Rivera is to be promoted to the rank of Field Marshal of the Free Chilean Forces. The Canal Garrison in Panama is to be rechristened the Legion of San Martin and placed under his command.

Admiral Eduardo Alvarez is to be promoted to the rank of Grand Admiral and given military and ministerial command over the Free Chilean Navy.

INTERNATIONAL RELATIONS

There is One Chile, united and indivisible under God. There are no separate states in Chile; merely territories operating under separate administrations. The National Government retains supreme sovereignty over the mainland, but exercises direct government only over the Province of Panama and the territories of the Chilean Free State.

The National Government shall recognise the de facto administration of the mainland, which shall henceforth be referred to as the Continental Administration. Archbishop Fernandez shall be recognised as Governor-General of Chile and rule in the name of the President of the Free State. The Continental Administration shall operate under the suzerainty of the National Government and be given effective absolute autonomy over the mainland territories. The Continental Administration is empowered to legislate, collect taxes, impose tariffs, enforce the rule of law and maintain separate armed forces. The Continental Administration may establish relations with sovereign states, but does so under the auspices of the National Government.

The Free Chilean Navy shall cater for the collective defence of the Chilean Nation. Patrols will continue along the Chilean coast to prevent piracy and smuggling and enforce Chilean law on the seas. The Free Chilean Navy shall protect the mainland from foreign aggression. Should the Continental Administration be subject to a defensive war, the Free Chilean Navy shall intervene to defend the coast from bombardment and invasion. In return, the Continental Administration will allocate funds for the maintenance of the Free Chilean Navy and grant it leave to dock in ports on the mainland should this be necessary.

A free trade zone will be established between the territories incorporated in the Free State and the territories under the control of the Continental Administration. Neither the National Government nor the Continental Administration shall collect tariffs on goods transported between the mainland and Panama. Shipping will be allowed to travel freely between these respective regions. Immigration shall also continue between the mainland and Panama, subject to no controls besides those imposed on interregional migration.

MISCELLANEOUS

I hereby confer the honorary status of “Hero of the Republic” to the following men:

Grand Admiral Eduardo Alvarez, for unwavering loyalty to the Republic and bravely delivering the rightful government from the mainland to Panama,
Field Marshal Juan Rivera, for declaring his support for the Republic and so guaranteeing the survival of the rightful government,
Senor José Olózaga, for bravely speaking out in favour of constitutional rule when he had nothing to gain from doing so.
