The 1891 Presidential Election: The Hammer Falls​


The 1891 Election was a mirror image of 1886, or so many would have liked to believe. Renin, Gogołów, and Rivera had returned as candidates for the Presidency any observers cynically commented that they expected to see the same major victory for Gogołów that they had in previous years. They were sorely mistaken. Socialist land restribution policies under Gogołów had proved massively unpopular among the landowners (to the surprise of virtually no one) and the result was a mobilized Conservative and Reactionary base intent on the end to the redistribution policies. Many also claimed that the radical expansion of the military under Gogołów turned many of his own supporters against him, who had assumed that his anti-war stance would also mean cuts in defense spending.

One of Gogołów's main campaign platforms of 1891 was his success in reducing unemployment and his announcement that he would adopt a more radical state capitalism policy to further bring the Chilean economy under governmental control. While the incumbent president's major initiatives to reduce unemployment had been by all accounts successful, it also seemed that the more moderate Chilean voter was unwilling to back the more extreme socialist form of capitalism. Pedro Rivera made a major point of this in his own campaign, his allies and advocates often espousing his own commitment to a more autonomous Chilean economy. Of course, there were others who believed that Gogołów did not go far enough - and Renin and his communist ideals of a completely centralized planned economy attracted a fair share of supporters.

The election campaign was fiercely fought amongst spring showers and summer heat towards the end of 1890. The incumbent Gogołów made stop after stop in the nation's major industrial centers and factories in Santiago, Rio Negro, Los Rios, and Patagonia. Rivera, a favorite of the church, was backed by virtually every priest and preacher in the nation, many of whom decried the atheist and secular policies of Renin and Gogołów from the pulpit. Renin himself was often seen before hastily assembled mobs of the downtrodden in a whistlestop tour of Chile's urban and suburban slums, flanked by the politburo's representatives and the red guard. In the end, both Comunista and FNT voter rolls dropped, despite the ferocity of the campaign, while Rivera's electorate swelled.

Turnout was hardly record-breaking on election night except in Santiago, where the lines were said to stretch three blocks long before some polling stations. In the end, Rivera broke into a clear lead but fell just short of an absolute majority by the first ballot. Renin was dropped and the entirety of his support fell to FNT, who the Comunistas felt were much more palatable than Rivera. With several abstentions and missing electors, the ballot continued for the better part of the night. The final ballot stood as the morning sun dawned: 144 votes for Gogołów against 161 votes for Rivera, a very narrow majority for the challenger. Rivera became the president elect and the first man to defeat an incumbent president in a general election in the history of Chilean democracy.

It was a close campaign, but in the end the Congresso could only choose one of us. Congratulations Senor Guerrero, I wish you the best of luck in depolitizing our Army. Hopefuly we may see experienced and nonpartisan Generals in command of our armies and men.

As soon as I am sworn in I will stop all land confiscations. I also wish to set up a compensation program for those whose land was seized.

Land Seizure Compensation Act

1. This Act is enacted for the purpose of giving fair compensation to those whose land was seized pursuant to the Land Redistribution Act.

2. Any person or entity whose land was seized shall be entitled to the fair market value of their land at the time of seizure. The Interior Ministry will determine these values.

3. The funds to compensate will be raised from those who received the seized land. A portion of their earnings from the received land will be collected and used to compensate those whose land was seized. These collections will continue until such debt is paid in full. The Interior Ministry will determine the amount to be collected.

4. Those who received the seized land also have the option of leaving the land and having it restored to the previous owner if they do not wish to participate in the repayment program.

I whole-heartidly aupport this bill. It is obvious that the people are not pleased with the aweful actions and policies implemeted by Gogolow and the Left, and so we must do what we can to appease them as their duly elected Congressmen.

Rivera's idea of compensating the landowners is sound, we should have done that in the first place. But surely that's the government's responsibility, not the poor peasants. As the act stand now I can't back it.

What a fair and just way to compensate those Chileans whose land and wealth was seized during the reign of the left. I support this bill because it is a return to economic normalcy.
