Yes, he most certainly does have the power to enforce and retract reforms. Roseno did, for instance. Ask Red Cesar for more details; he did this once.

Not with all ministerial positions filled. If he hasn't delegated his power, the President can serve as one or several ministers in a coup. Again see: Roseno's coup.

Well...

I'll let the leaders of the coup tell you once they've got it worked out, but they don't seem to know yet. Zzzzz... tells me that they don't want a monarch, but Cavebear may have other ideas. I don't know what's going on.

However, that does mean that you're not implementing Prussian Constitutionalism. I assume you meant Presidential Dictatorship. I'll post a new platform for ya'all as soon as I get it from Zzzzz... - or if he posts it.
