I defended the republic against de Conti alongside Fuentes and Haakhalenin, and I'll keep on defending it - for the sake of a Chile where the state does not stage political purges, ban parties, or give the president unlimited power.

My goverment has reduced political freedoms, but we still allow different ideologies to exist. The reactionaries asked me for the enthronement of a prince, and I put it to vote, then the conservatives and the liberales voted against it and succeeded. If this government would be totalitarian, I wouldn't have even listened to the liberales or the reactionaries. Hell, there wouldn't even be reactionaries or liberals.

But your government would've been composed only of orthodox communists and not even moderate socialists would have a say. I may have great power, but I limit it to some extent and still use the congress to vote on bills because I have not abandoned the idea of democracy entirely. You, instead, only use democracy in name.

Hadn't I banned the communists and the FNT, they would've eventually banned everyone else and then each other. You know it, deep inside, that your revolution would've fallen apart by inside struggles. Back then you couldn't even set up a coalition together!

There are many differences between Roseno's regime and mine. And the key one is that this regime isn't only mine, it's of the people. I might step off one day, but there will be many successors! There are many smart and ambitious individuals in congress and even the government, General Hidalgo for instance, that I know will some day succeed me and I haven't and will not do anything to stop them.

The FNT has backed elected right wing governments against Communist coup attempts dozens of times, because the FNT have always believed in the people. The ones who has betrayed democracy is you. That was a ill thought solution to a real problem. Chile needed land reform and the FNT decided to back a bad piece of legislation presented by the Communists just to get some kind of solution to the problem. What we wanted was a law where the government would have compensated the land owners, but such a law was not possible to get.

The 1901 Caudillo Election: Democracy of a Dictatorship

The revolutionary Caudillo Fernandez, the archbishop who had triggered the nationalist coup against the 3rd Republic, had suspended elections, banned most parties, and given the power of the appointment of the legislature to the Frente Nacional alone, a move that made him into the dictator of the nation. Even so, he was still held accountable by someone, even if it wasn't the people. In late 1900, after nearly two years of Fernandez's rule, the Executive Committee of the Frente Nacional - the power behind the country - met in their first session in Santiago. Under the laws of the revolution. the Executive Committee of the party was empowered to appoint members of the Congress (still nominally acting as the legislature) and, every five years, appoint or re-appoint the Caudillo. As Fernandez had already expressed that he did not wish to be leader-for-life, he faced nominal opposition from within the Frente Nacional.

The Frente Nacional's executive committee was composed only of the political elite: high-ranking generals and officers of state being the most prominent among them. Of these elites, four put their names forward to be considered alongside Fernandez's for the position of Caudillo: Mateo Sáez, Severiano Miramontes, Caitan Crazzio, and Sebastian Hidalgo. Of the four, only Miramontes had no particular post in government but had been noted for his vocal support of the Frente Nacional. He received little support from the Executive Committee. Crazzio, the head of the secret police and Minister of the Interior, also found little sympathy for his cause at the Committee. One anonymous member of the executive told the still-free press, "I don't think any of us really trusted him." The Armament Minister, Francisco De Santa Rosa, received support from the party's anti-Monarchists and free traders, while Mateo Saez, the Minister of National Security, found advocates in the military establishment. However, neither was ultimately able to overcome the entrenched Fernandez, who received a majority of the Executive Committee's votes on the first ballot.

Fernandez's first act of his re-election was to veto the Restoration Act (which he had himself proposed), kowtowing to the strong dissent of the opposition. His second was to announce a march on the so-called "Chilean Free State" of the Canal Zone, looking to obtain the rights of military access from Peru, Ecuador, and Colombia to make a ground assault on the heavily defended bastion of agitators after negotiations between himself and De Conti - still acting President of the Free State - broke down. His third was to contemplate a new invasion of Argentina, though breaking a ceasefire agreement so recently reached would be "of great concern to the nation. We may have to wait several years."

EDUCATION FOR CIVIC OBEDIENCE


Citizens of the Chilean State, I applaud your loyalty and commitment to this nation. Because of everyone's efforts, we have finished our great reconstruction. We have given one great leap foward for our nation and we are damn proud! We have entered a new century! A century of development, improvement and progress! We are now one step closer to restoring our great nation to what it once was. We have rebuilt our capital and our nation, and we stand ready for whatever awaits us.

Now that our nation is physically sane once again, we must seek to improve another aspect that attempts against our nation: Radicalism and Civil unrest. For these two threats I have prepared a new set of shiny images, presidential orders and a new ministerial branch. As the reconstruction is over, the ministry of reconstruction is defunct. I instead name a new ministry: The ministry of Re-Education. His role is to teach the rights and duties of the citizens of Chile to the government and the nation, to make sure no educational institutes preach radicalism and hatedom against the national government and to work on the same job I had many years ago under Rivera: the educational system.

Therefore I appoint Severiano Miramontes as Minister of Education. I hope he serves his duty wholeheartedly and with great honor.

For other military and miscellaneous purposes, I have taken the following actions:

• Ordered the creation of a new navy, led by Admiral Victor Fuentes-Tagle ((maxwell))
• Ordered the creation of 2 new armies: The army of Argentina (led by Hidalgo)and the army of Panama (led by Navia).
• Put on hold the Black shirt act until next electoral cycle.
• Ordered the fortification of Santiago, our glorious capital.
• Declared war on Argentina with annexation as goal WHEN THE TRUCE EXPIRES
• Requested military access to our neighboors.
• Ordered Director Caitan Crazzio to capture Dio Guerrero and General Rios alive for questioning.
• Created new prisions for political prisioners, dangerous folk that must not mix with common criminals, in the southern tip of our national.

I had forgotten to tell you: you are in control of two armies now. You have both the new argentine occupation army and the army you had last time.

Also I have renamed the ministry of re-education. Now it's just the ministry of education. I hope Minister Miramontes does a good job, as our cosmopolitan highly literate people in Santiago are heavily contrasted by the recently adquired highly-iliterate Argentinian/patagonian farmers. We must make sure no region is left behind, and I trust you are the man for the job.
