Are you playing the latest 1.4 beta? Prior to that, democracies would get all the immigrants in the new world, leaving other countries (PDs and HMs) out to dry. Things are more balanced now.

Trying something new with this update, editing the pictures and such. More pleasing to the eye and easier to read, I hope.
Chapter 3: Money Problems and the Story of a Deseretian(?) Immigrant
El Presidente sends further compliments to the USA, this time saying "Great job annexing Texas, you sure showed those Mexicans!" Our relation increases! He must be doing something right.
Our ambassador to Mexico compliments them too, for added effect. He says "Thanks for releasing us, we really, really, really appreciate it! Also, don't tell the yanks this, but I'm willing to help you take Texas back when/if we have a strong military!" Our relation increases, building Mormon bond to their former masters in Mexico.
And so, there was stability within the Empire. Ah, if Vicky2 had stability...
Right, apart from diplomatic missions, we have finances to manage. Any dictator worth his palace should educate his people and pay his soldiers lots of money.
The soldiers, however, don't seem to want more money. Odd fellows.
El Presidente also considers building the very first factory of Deseret. He decides against it, however, for it would have zero workers, cost 3/4th of his present budget and probably go bankrupt anyway. Save industry for laterz.
El Presidente then, a month later, takes a census of all armed men in Deseret. There are fifteen hundred twelve of them.
Progress. We're roughly half way towards our first brigade.
On a related note, El Presidente thought of something. His army would need leaders. Good leaders. Every dictator knows that. So, out of the 3 officers in Deseret, he picks one. Unfortunately he doesn't seem quite as qualified for the job as El Presidente thought.
Incompetent and Undisciplined. El Presidente shrugs, saying "Its better than no general at all, right?"
His military advisor brings word. "We lack Military planning, and I believe we want to make Cavalry for our invasion of Brunei. Should fix that, Mr. President."
He's right! For once. After we figure out how to make our steam engines more practical, by practicing them, our research plans change to Military Planning.
El Presidente wakes up the next day to find his budget in a problem. "Turn up the tariffs," he says. It doesn't work.
He decides to take the loss and hope that Steam Engines that have had a bit of practice will save Deseret from military and education funding problems.
They way he sees it though, its an investment into the future of his nation. Pay a little now, get more later. El Presidente congratulates his own forethought and excellence.
Then, a single unemployed worker shows up in Deseret.
"What is this!?" El Presidente cried. "There's hundreds of thousands of jobs available and YOU'RE UNEMPLOYED?"
"Why yes, Mr. President. I'm also the smartest man in the country."
"Holy crap, you are. You're smarter than the people who are supposed to be smart! How is this possible? Who are you?"
"I am an immigrant to your country, my name is Gustav. I came here from Brandenburg... too many people there. I was stunned to find there is no factories for me to work in here."
"Well, its not really worth building a factory for a single worker. I'm sorry."
"Yea, but since I am the most literate man in the country, I expect employment."
Hang on, we'll talk to him later. More important things to focus on now.
Like congratulating our steam engines on their skills they learned during training.

Maybe. I doubt the gold would make much of a difference, even if every single adult male were laborers, they can't even fill half of one RGO, and its scattered amongst many. And I doubt Brunei will compensate that, or Johore. But maybe...

One little thing, though, which it looks like you are unaware of (unless you wrote it that way for narrative purposes): a brigade doesn't require 3000 pops out of your country in general, but 1000 pops out of a single province in particular.

Great AAR so far. Keeping good relations with Mexico and the US seems like a very wise move.
You might actually make a bit more money with lower tariffs. If you max them out you'll find that your POPs can't afford anything, so don't buy goods, which depresses your tariff income.

Chapter 4: Author Doesn't Know What to Call this Chapter
As per usual, we start off every chapter by complimenting our larger and scary neighbors.
Our former masters in Mexico were treated to a trip to one of our Native American Casinos in Las Vegas. They like us so much now.
And the local superpower was given a nice bouquet of Desert Shrubs straight from the glorious Mojave Desert. They thank us... I guess.
Back to work.
So from what I'm told, I should already be able to make a battalion. Maybe I need 3000 pops in a given state? I decide to wait some more.
Deseret decides to let it run its own course. It gives the same benefits of improved mining and farming efficiency, but gives less consciousness cost. Or maybe El Presidente was too lazy to bother.
Oh, lookie, 20 leadership! Time to pick through our officers again.

El Presidente wonders idly why the glorious Silver State is producing Iron. I mean, Silver State. Wheres my precious metals? MY HOME STATE IS NOT REPRESENTED PROPERLY IN THIS GAME.
Oh well, its our second greatest export, which leads El Presidente to some future reconsiderations on our technological path, especially after seeing our third greatest export - Coal, from Utah. That's possibly also bad representation too...
El Presidente decides the next project our engineers should busy themselves with is Mechanized Mining. Not for the tech itself, which is useless (to us at least) but for the tech after, Clean Coal. After that is Cheap Iron. This'll allow us to boost our second and third greatest exports production. Our greatest export, Grain (for some reason desert-dwellers produce more grain than minerals) can be improved in other ways.
Only issue with this is that it "improves" iron and coal mine sizes... which means possibly longer waiting for our population to fill them up so they can move elsewhere.
Oh, perfect timing. Switch projects IMMEDIATELY.
... Still can't make a brigade. This is just in one state. Am I doing it wrong? Never had a problem trying to make a single brigade before D:

I was actually going to start on a deseret AAR after I finished my Texas game but I got a bit distracted. It's definitely a tough position to start from as you really won't be able to expand into North America once the U.S. spheres you and Mexico. I gave up after about 2 years since I didn't see much hope and figured I would've just been invaded byb Mexico or the U.S. but hopefully you do better.
To raise a brigade you need 1000 people in a single soldiers POP in one of your provinces. There may be over 3000 soldiers in Utah-Nevada, but they're no doubt fragmented in POPs of less than 1000 people. You should check the population screen for that state for more details.
Prussia seems to be doing well - in most of my recent games it's lagged behind Austria. Maybe going for Denmark first has something to do with it.

Highly unlikely for Mexico to invade you... you start out with maximum relations, Mexico has no cores on your land, etc...
The big problem is the USA, who do get cores on you when they get Manifest Destiny... and it can be hard to keep relations up after that. However I got lucky and they sphered me, meaning I have Uncle Sam on my side now![]()
