This certainly goes on the to-do list for VRRP too, even if I might not agree with the relevance of all those reforms.
    So.. digital distribution equals communism?
I disagree SO MUCH that I have to close this thread now.

By the way, has anyone tried whether it's possible to make ruling party issue stances restrict (or enable) the passing of reforms? I mean, similarly to how slavery outlawing has

    limit = { not = { has_country_flag = the_slavery_debate } }

For example, I'd think that a party with Residence as minority policy shouldn't be able to enact benign minority policies.

would it be possible to make higher environment standards (less polution) decrease the costs of health care?

Hey TH, while I was incorporating into PDM, I threw this together. It might need some tweaking of the values, but if you c&p the contents into every POP issue table, it'll savew you some time and effort.
For every subtle and complicated question, there is a simple and straightforward answer, which is wrong.

Tried, yes. Gotten it to work, no. But I wasn't dreadfully thorough, so it may be a scoping issue.

I notice that trhe reform background looks very similar to that of the OldVic DLC.
Do you have permission from Danevang to use and distribute it (assuming it is something Dannevang developed)?
If not, you should replace the texture with the vanilla one or something without a copyright ASAP.

IOOA doesn't change the background (I assume you're referring to the green texture behind the screen), it only changes the politics screen's graphical layout. The only other graphics that are changed are the reform selected box and the release nations tab. You can check the IOOA mod to confirm this. These are the only things changed in the gfx files.

Thanks, I'll put this to good use. You seem to have changed a few reform names here. Naturalization is an immigration policy, for example. What changes did you make for PDM?

No, I don't think so. Health care doesn't have an associated cost, just an administrative multiplier and the reforms table doesn't seem to like modifiers very much. I could have pollution generically decrease the administrative multiplier, of course.

I was referring to the woodgrain texture in the politics screen. Does IOOA not include that? PDM's adaption of IOOA does, so I assumed Naselus got it from IOOA. If not, my mistake.

The woodgrain texture is Old Vic? (I didn't even know that I had Old Vic until you just mentioned it just now.) The texture and nothing else? Could you post a screen of a vanilla politics screen?

    Like so:

Who do I have to request permission from to use OldVic graphics in a graphic mod (if anyone) and where can I get vanilla graphics files?

I reduced the minorities policies from 4 to three, reduced the migration policies from 5 to 4, and renamed a few in both. I didn't change any other names, or alter the numbers of any other policies. I also changed the effects of most of them. The issue tables are pretty generic for each category, so they shouldn't be too hard to replicate sensibly.

Dannevang, although I doubt he would allow it since he sells it through Paradox as a commercial DLC.
You should be able to uninstall OldVic, although if you have a steam copy of Victoria 2 it may be more difficult.
Just applying the latest patch over your Victoria 2 installation would probably remove it.

I do have Steam, unfortunately, and it seems to want to install Vic2 over the patch. Moreover, the patch doesn't have the files I need.

If someone would be so kind as to host the default gfx/interface/politics_bg.dds and politics_release_bg.dds files, I can swap IOOA over to vanilla fairly easily.

In the mean time, how do I contact Dannevang?

Update: IOOA no longer uses content from OldVic. PLEASE TELL ME if this doesn't work, as I have a slight suspicion that something went wrong in the compression but it seems to be working for me.

Update: By popular demand (or POP demand demand, anyway) the decision and rebel boxes have been expanded.

    Cheers TH, incorporating now.

    You are awesome.

BTW, I just had an idea about educational reform - since maximum military spending, taxes and tariffs can be capped by the ruling party's ideologies, would it be possible to have a reform cap maximum education spending? That way, by multiplying the base literacy gain and cost of 100% spending and limiting most countries to a 50% maximum educational budget without reforms... It could be done and would allow reforms to be rolled back to boot!
