Can't attack some of my enemies; please help

Here's the situation: I'm playing as the Soviet Union. Japan joined the Axis when Germany was on the verge of defeat. As a result, I ended up as a de facto ally of the Allies. Recently, though, an Allied country declared war on me. Now I'm at war with both the Allies and what's left of the Axis. This wouldn't be a problem were it not for the fact that I can't attack my new enemies; the game treats it as though my forces are simply moving into that territory, but since the enemy's there, my troops never get there. I can still nuke my enemies, and judging by the enemy naval engagements and bombing runs, this problem only applies to land combat. If there's a way to make my troops capable of attacking my Allied enemies, I would greatly appreciate it if someone explained it to me.
