I think the event they get gives an option to immediately declare war with a Cut Down to Size casus belli.

Pretty sure I've gotten the event from Japan before, though I'm not sure how they did a Secondary Power decision when they were still unciv as far as I knew. made me angry because I thought it was a random event and I'd literally JUST got them into my sphere a month ago.

Only if you do it by an event that includes the CB in its other effects. If you let a revolution happen or become a GP or another GP knocks you out there is no CB.
