reaping colonization benefits

It's not clear to me how you actually get the prestige rewards advertised in the "ministry of colonial affairs" screen.

For example playing france, it says for algeria
- i can get 120 prestige
- my current average CP is 68

I don't think I get the 120 right now (is that per turn ? or once ?), and have no idea what's required to get them, does anyone have an idea ?

It should be per turn as I understood it. But to get the full ammount you'd need to have every region of that colonial area (say Algeria) at 100 Colonial Penetration...
