Can someone explain in detail how party loyalty effects voting results?

Im playing as greater Germany and almost all provinces have loyalty of about 2 for conservative parties and they end up getting about 80% of the votes or more. I want to see an anarcho liberal party voted in, so i set all my 7 NFs in my 7 biggest states and let loyalty for that party go up to 2, yet the vote share only increased from 1.2% to 1.7%.

-What is party loyalty? Like a multiplier for the votes casted?
-How high can loyalty go? highest ive seen was 2.5...
Is there a maximum amount of loyalty in a province? So, lets say, say theres 1.2 for conservative party, 2 for liberal and 1 for socialist, do these numbers combined have a limit? Does one decrease as another increases?
-Is party loyalty reversible?

Why does Philadelphia NOT have a naval base? It was the first naval yard in the nation and in use for naval purposed up to the late 1990s

you will have to link some citation AFAIF philly was a river port city, and i can not find much info with much emphasis on it being a naval ground...

Directly from the naval yard's website

The Philadelphia Navy Yard was the country’s first naval shipyard. The origins of The Navy Yard date back to the founding of the country in 1776, when the Continental Congress leased land along Philadelphia’s Front Street docks to support the new nation’s fledgling Navy. The site became an official part of the United States Navy in 1801, but was moved to its current location around the time of the Civil War.

Over the ensuing years, The Navy Yard became a vital part of the Navy’s logistical and industrial infrastructure. Many of the Navy’s most significant technological advances and historic ships were produced right here in Philadelphia.

Because of shifting requirements, the Navy officially closed the Yard in 1995, but significant military facilities remain, including The Navy Ship Systems Engineering Station. In the years since, The Navy Yard has grown to be a significant mixed-use office, research and industrial park, including being home to one of the world’s most advanced commercial shipbuilding facilities (the Aker Philadelphia Shipyard), and the corporate headquarters for diverse companies like retailer Urban Outfitters and the Tasty Baking Company.

I got liberals into power pretty quickly, and thus had a laissez-faire economy. I felt that that means that i mostly want to have factory workers and capitalists, so i lowered taxes on the lower and upper class, while increasing them on the middle class. I also used my national focus on factory workers. However, i still never had enough workers to work in the factories in my country, and according to the statistics in the upper left, my economy fell behind more and more, even though i researched almost exclusively economic technologies. I also invested a lot of money into education, and later the military, to gain more soldiers and more research.
There are some good article on the Vicky 2 Wiki on industrialization. All starts with avoiding laissez-fair, so you should have state capitalism and build what will net you profit. Economic (i.e. commerce if you referred to this) technologies won't help you much, industrial technologies are much more vital.

I found it strange that when i aquired Java, which brought in lots of money from coffee trade, my economic score did not change at all. Similarly, killing the whole hollandian army did not change their military score in any way. What do those scores actually mean, since they can't mean pure military or economic strength?
Industrial score is how much industry you have, and not how much raw production is going on. So tea production does not count.
Military score is somehow attached to how much military unit you have or could have.

I also noticed that for about half the game, i could build no units but basic infantry, because apparently noone wanted to sell wine or skipper convoys to me because my prestige was too low. Do you have to produce those yourself, and if, how would you do that when your factories are being built by capitalists, and not yourself? I didn't really care for prestige since i wanted my country to do well, not look well, and thought that prestige would follow that on its own at a given time anyways.

However, i never had a justification in any war. In EU3, you get a lot of different CBs against different countries, some good, some pretty useless. Did i miss any way to make a more legitimate war?
Hawing low infamy is important, unless you are a military powerhouse, in which case others won't attack you. You get CBs via random event. They are rare and their chances go high (still low) if you have the right leaning. Like jingoism/pro military.

Also, i felt like i basically could do nothing at all during most of the game. I could not declare any wars, because everyone is allied to 1-2 great powers. I could not do much domestically, because the capitalists build everything, and besides setting the taxes every few years to stay even, and starting a new research every 2 years, there was nothing to do at all besides watch, and even when watching nothing really changed. Did i miss something i should do? So i mostly just sat there at x4 speed waiting for the research to finish.
This is a game which become interesting if you are one of the great powers, like most of Paradox games. Otherwise it is long waiting for things to happen.

Regarding reforms, should i enact them whenever i can? From what i know, generally green numbers are good, and red numbers are bad. On all reforms, there are exclusively green numbers, so that should make them completely positive, but apparently they are not.
Most have a cost, which is not so apparent. Pension and unemployment subsidies drain your coffer. Less workhours and safeties lessens factory output. I think only the healthcare advances are pure good ones.
I once had high unemployment subsidies, because I actually had lack of craftsmen, so I thought it won't be a problem. Then I annexed some populous uncivs (China) where a lot of people just transformed to craftsman and drained my coffer extensively. So they can have negative effects.

Ok... so this just happened to me as the USA, I dunno if it happened to anyone else but It can NOT be right...

soldiers fully paid and all happy, blah blah. Dixie and Yankee troops in the same army, fought together and won against Canadians and Mexicans.
SUDDENLY
Civil war breaks out. Dixie troops in my army go... yeah, this is a good idea! and suddenly my armies split in half and the dixie troops turn hostile...

I dunno about you but this can NOT be historically accurate in and way shape or form...

NOT ONLY THAT but after it happened they completely got wiped, every army that split like that just got slaughtered by USA troops. After that the retreating troops just stayed in the provinces they were in, marching in place until the end of the war.

Dixie soldiers chnage to CSA, they want slaves etc

They sound like the no org is a bug,

Did you add your save file to the bug reports with this bug n the bug forum

No, since my temp ban the mods have me on 'probation' for what seems to be forever, I can not use any subforums nor start threads.

As far as the dixie thing, I get that they want slaves but its just sort of strange... If they want to fight for the south why not ditch the army and go join up, instead of going all executive order 66 and just turning and firing. I won the civil war without a second though because all of their armies just got trounced instantly by mine when that happened.

So I was studying my nation, and my "Total Population" according to the ledger was significantly higher than my total number of Pops. I assume then that Pops are adult males, and women and children are only counted in Total Population?

Anyway, my question is, do Pops have kids? Does a higher standard of living for them affect the total number of offspring produced, if at all?

If I want to change a province owner in 1836 I just need to modify txt files in history\provinces right?

Hi!

I have one question, I play vanilla 1.3:

Can I annex small countries without attacking to them? My infamy rises way too high to unite such countries as Italy and gremany

If you are playing Italy or Germany, simply sphering a little Italian or German country will mean an event occurs where they choose whether to join you (and be annexed) or not.

If you haven't formed Italy or Germany yet (eg. Prussia, Two Sicilies) then you need to sphere all the little German or Italian countries first (don't attack them!) then you will be presented with a decision to form Italy or Germany with no infamy taken at all.

I have another question. How I can keep my industry points rising? After my craftsmen are hired those points stop rising and there's no point making other factories with so few craftsmen. For example in last game as Two sicilies my industry points were lower that sweden's in 1870's so I must do something wrong.

Oh and one more, what is the difference between craftsmen and clerks, which ones should I encourage?

Thanks for your help!

If you make factories, I think more people will demote to craftsmen.

Clerks increase the efficiency of the factory and provide research points.

Okhay Im playing prussia just formed north german federation and im falling behind everyone in industrialisation what should I do? Also there is so much emigration that I think I am losing population how do I counter this?
