How do i raise my population? Colonies do not seem to help. And how do I encourage Turks and Sudanese (!!!) to leave Crete?

You cannot encourage any specific nationalities to leave your country. You can try and speed up assimilation though, taking the relevant options in events, etc...
Some bureaucrats questions
I've read that number of bureaucrats has now impact on promotions. My questions are:
- Does this happen on state level or whole country level?
- Is it strictly %of bureaucrats or maybe admin efficiency?
- Is there any cap?
- If there's a cap: Do social reforms raise this cap?

I'm playing as Serbia and my population always reduced because of some terrible events. Here is my question
How can I increase my population??

Research Basic Chemistry and then Medicine as your first techs. Try to get healthcare reforms as quickly as possible. Losing wars is a good way to do this.
I tried but terrible event like 'Patota Blight' happened too much.When I increased the population of 5000 it happened and reduced 20000 of my people.

Occupation's effect on Craftsmen, and Rebels
Correct me if I am wrong (reading this from AARs which were mostly 1.2), but enemy occupation causes farmers and miners to demote to craftsmen, correct? If this is true, does the same effect occur when a province is occupied by rebels? Am I right in thinking that it is not enough to 'besiege' the province, they need to succeed and occupy it?
It's gamey and perhaps an exploit, but I was wondering if there might be occasions (other than wanting a change in government) to let rebels have their fun for a while.

They will most likely work, but you'll get lots of weirdness. It's almost always better to finish your current games and then upgrade.

I believe you need to invent Nitroglycern and Iron Steamers? Iron steamers are in the Navy section and nitro in the Industrial (techs)
I never got the chance - *bam* the canal shows up and Balboa is now owned by the US. We'll see if I can get big enough to take it back

I don't think I've ever seen anybody other than the US build the Panama Canal. The Suez is often a free for all, but rarely the Panama Canal.
After my first game as France, i have a couple quick questions:
1) What causes the socialist to gain voters? In my first game as France, i wanted to keep the conservative in power (interventionism), so i never opened up for any real elections, although i issued most of the other reforms whenever i could. Is there a way to help the voters stay conservative even while industrializing?
2) Does soldier from colonies/former colonies, now states/mainland fight different?
3) If money is not the problem, what is the best composition of an army (lets say 1860 and 1920). Just guards before, and then just artillery/tanks, or is it good to also have some normal infantry? (for fighting in normal terrain - no rivers etc or occupation)

As Burma, how can I raise my military score from 31 to 50? It's 1965 and the military score is all I need.
Recruiting generals will help, and building ships (lots and lots of big ones) will increase it slightly.
Also, the game ends in 1936.
Is there a disadvantage to turning colonies into states? Other than having the colonists vote, that is?
