They're probably junior alliance members and simply cut a deal with the leader. If you were the leader of your alliance the victim really shouldn't be able to drop out though...
In one case, I was the only participant on my side. I was attacking Mexico with the US in order to get Utah, and Brittain interceded on their behalf. Three months later, I had occupied some of Utah and some of the Mexican heartlands, when Mexico dropped out of the war with no drawbacks to them. The war continued with the same War Goals on both sides(USA vs Great Brittain). I was not able to add additiona goals against Mexico however, nor occupy Utah for warscore, I was just left fighting GB.

Another case was playing as Bulgaria. Serbia somehow fell out of all Spheres and Alliances, so I pounced them for their coal. I was Allied with France and Austria. France refused to join, Austria joined in. We had just occupied two provinces, when Russia interceded. Austria won one battle with Russia, then dropped out of the war.
 
I am thinking of buying House Devided, and there is no disc, only download.

On Steam, where I have some other Paradox games, says that version of HD, there, is compatible with Steam version of Victoria 2, and I have disc.
Can someone please confirm to me, will this expansion work properly with Disc V2 + Download Steam?

No. You'll need to go to someone like gamersgate, who sell a non-Steam-based download version.

I bought this game yesterday, and I think it's awesome, but I have a problem: I can't make my factories get built. I changed my government to a socialist one, and I'm allowed to create factories, but then the bar than indicates the building process doesn't fill. Could somebody tell me why this happens?

Do you have your national stockpile funding set too low?
 
I have heaps of unemployed labourers at home, and delicious understaffed oil RGOs in my colonies; how do I get the former to move to the latter?

It differs dramatically.

In Vicky the building block is still a 3000 man brigade, but there are far fewer provinces, so the average single unit size is 20-50,000.
There is no chain of command, brigades are grouped together into larger units and thats it.
Units have to move into an enemy province to attack the troops there, unlike HOI3 where units in different provinces attack each other across the border.
 
I'm pretty sure how this happened... but in the same token how could it happen? Lithuania is A my ally, B in my sphere, and C a puppet state of mine. They ally with some minor power and go to war with another puppet of mine, I take up the call, and am now at war with my own puppet, shouldnt I have some way, besides open war, of just smacking that puppet back into shape?
 
Loading screen id, and colony vs state

In the loading screens, there is one of a coronation scene. Anyone have any idea of which one it represents? Going by the loose hair, I do not think it is Victoria's.

As a secondary power (Japan, to be precise) how do I make sure I annex Hawai'i as a colony, and not as a state?

So I found out I could play the game despite being under the min requirements. My first try as Switzerland now brought me to Great Power and a small number of questions:

1. The decision for Suez suggests I can build it just with sphere and techs even though I do not have a harbor (Conquering S-P kind of scarred me with my low fps and no experience at all). Is this correct?
2. May I use the Suez province to kick off colonialization (otherwise I would not bother with any military techs since I would need machine guns)?

For the Japan question, you have to use the "Establish Protectorate" cassus beli to annex it as a colony. You need to be westernized to get that CB, otherwise as an unciv you have to use the "Conquest" CB and it will annex it as a state.

Also, I conquered the region of Pogobi from the Soviets. 50 years later I lose it in a war when my War Leader ('Murrica) decides to quit. I'm currently in a Great War with me, and France (Along with some other countries) Vs Germany, the Soviets and most of their puppets. So i try reclaiming Pogobi, and despite having a better army, I still lose! Should I switch my Academia to naval Schools and blockade them?

I wish to increase the assimilating factor but only for my nation.

and added the ID of my capital but ingame it shows the condition as not met with a big X.

tag = [country tag] and its working. "We are the Borg:D"

On the other hand I still have wierd things. There are 749 Serbian Clergyman and no assimilation happens despite the obvious positive factor (+500%). I've red the assimilation on the Wiki but could not derive the couse of the problem from that info alone.

Well, 500% of 0 is still 0, so pops that would never assimilate won't even with the modifier.
