In one case, I was the only participant on my side. I was attacking Mexico with the US in order to get Utah, and Brittain interceded on their behalf. Three months later, I had occupied some of Utah and some of the Mexican heartlands, when Mexico dropped out of the war with no drawbacks to them. The war continued with the same War Goals on both sides(USA vs Great Brittain). I was not able to add additiona goals against Mexico however, nor occupy Utah for warscore, I was just left fighting GB.They're probably junior alliance members and simply cut a deal with the leader. I bought this game yesterday, and I think it's awesome, but I have a problem: I can't make my factories get built. I changed my government to a socialist one, and I'm allowed to create factories, but then the bar than indicates the building process doesn't fill. Could somebody tell me why this happens?

So I found out I could play the game despite being under the min requirements. My first try as Switzerland now brought me to Great Power and a small number of questions:
1. The decision for Suez suggests I can build it just with sphere and techs even though I do not have a harbor (Conquering S-P kind of scarred me with my low fps and no experience at all). Is this correct?
2. May I use the Suez province to kick off colonialization (otherwise I would not bother with any military techs since I would need machine guns)?

On the other hand I still have wierd things. There are 749 Serbian Clergyman and no assimilation happens despite the obvious positive factor (+500%). I've red the assimilation on the Wiki but could not derive the couse of the problem from that info alone.
