Is there any way to culture shift? I released California at the start to play as them but now my primary culture is Yankee but I have 0% due to immigrants :( It also means I can't make colonies states.
 
What governs the ideologies in an appointed upper house? I've just spent a game year NFing to increase my aristocrat POPs with liberal ideologies, and ended the year with about 65% liberal aristocrats in the entire country. There are no capitalists in the country yet. Why, then, does my upper house remain mainly conservative? Also how is it possible for me to influence the UH ideology?

It could be your voting laws from the RP. For example, if you have residency, then only primary culture POPs get to vote. Sure, maybe you have 65% liberal aristocrats, but the 35% that are conservative are the only ones that can vote.

I seem to have solved the problem by considering the wealth of the POPs as well - in the game described above, there were a couple of larger liberal POPs with almost no money, and some richer POPs which were more conservative. Repeating the game and encouraging only the liberal POPs with money produced much better results.

So, an interesting fact I didn't know - it's only the "wealthier" parts of your rich stratum that get to be appointed to the UH.

Ah, that's what happened. Actually, you've got the right result, but the wrong cause: angry POPs will vote against the ruling ideology regardless of their own positions. Pops with no money are likely to not being meeting their needs; therefore, all the loyalty in the world won't convince them to vote for a party that isn't meeting their needs. This even extends to ideologies that aren't ruling.
 
I formed scandinavia as Sweden; Denmark forced me to do it by the Crown form the Gutter event (i.e. they were overtaken by Pan-Nationalists). Denmark however remains my Puppet. Will they even join scandinavia and if yes, how?

As I recall, the ruling party was conservative. Remember I'm considering the Upper House here, so these POPs weren't "voting" for a party, but being appointed with an ideology.

ok so i was playing as greece,allied with russia and attacked the O.E while they were in a war with austria.russia wouldnt answer my call to war,so i rebalated all my core areas,albania and some bulgarian areas before they accepted.when they did we conquered all of the O.E's lands except from cyprus and african parts. Russia wouldnt sail there,they had 100nds of ships blockading but none invaded them. so..
1) why didnt they? is the A.I dum?
2) i had added a lot of war goals (totall war score needed was 132) and the warscore was stuck at 99%
3) I switched as russia and attacked cyprus and africa,when i tagged back to greece russia accepted THEIR OWN GOALS ONLY!!!
4) All my ships were destroyed in naval battles (all 5 of them lol) but then i couldnt make more,even though i had stockpile at 100

You can open the POP screen for them, and then hover over the socialist ideology to see what influences POPs drifting towards it. Unemployment is one of those things.

3. Them preferring their own goals to yours is actually pretty realistic and logical. I think it's easier using the UK to beat the Ottos, they have no apparent claims, unlike Russia.
4. Maybe there weren't no ships left for you at the market. Countries with low score get to buy after everybody else.

thanks,but still they should have demanded more to weaken O.E they were left with 3 militatary score... i should add that i was using the PDM but i cant post there.thanks again
 
Is it normal to have 0 population growth as most European countries? Every pop I gain through pop growth quickly emigrates despite having 0% unemployment, all POPs meeting their life/everyday needs, 0 militancy, and lots of political reforms. When I check to see why they are emigrating it says they have a high CON. Is there a way to counter this or am I just screwed?
