Been playing my first Vicky 2 game as France, have a few questions:
1. Is there any way to encourage Louis-Napoleon to take over the country? Or for that matter, do you have to wait for a revolution from high militancy (I assume) to change government types?
You can move between the three flavours of monarchy by expanding the franchise if you have a liberal upper house (to move towards HM's Government) or restricting/abolishing it if you have a reactionary upper house (to move towards Absolute Monarchy). You can only become a Democracy by letting a Jacobin revolt succeed while you're a Dictatorship or HM's Government, and you can only become the various Dictatorships if you let Communist (Proletarian), Fascist, Anarcho-Liberal (Bourgeois), or Reactionary (Presidential) rebels win.

2. How to raise my military score? When I'm at war my score gets much higher but I'm something like 20th when I'm not. I've tried building more units and ships but it doesn't do much, and I have a huge queue of soldiers that won't build because they don't have enough liquor. What do I need to do to empty the queue?
Building units doesn't do much for your military score (except for Dreadnoughts). What increases your military score is (a) military research (b) the number of Soldier POPs in your country.

1. You can change government types through political reforms. If you get any sort of voting in the lower house, you'll be a Prussian Constitutionalism. Add non-secret ballots and you'll be an HM's government. If you want a democracy, though, you'll need a revolution.

2. Military techs play a role as well. However, as France, you should really not need to worry about it; if you can't build Guards because you don't have liquor, build infantry. You can cancel any unit by clicking on it again in the queue.
 
Is there anyway to increase the speed at which I can reform? I'm playing as Yemen and trying to transition towards a full democracy, but I've been playing for 20 odd years and only been able to reform twice, so it seems like a full on democracy would be out of of my grasp if I can't speed it up.
 
Well, if it's a democracy you want, the only way to do so is through Jacobin rebellions.

As for reforms, more conservatives will support reforms the higher the militancy is; anger your POPs through events and this may force through reforms. Try and get them to vote Liberal too; Liberals will always support reforms. Later in the game socialists will help you push through social reforms, starting around 1860/70.
 
Weighted wealth voting and population based upper house allow for more long term reforms since it allows your middle class to factor into upper house composition. Get all other reforms in before going passed wealth voting and you should be able to get almost every liberal reform in.
 
Does more troops help with occupation speed? For example, do 5 brigades of cavalry occupy a province faster than 1 brigades of cavalry?

Yes. I don't think it's five times faster, but it is noticeably faster.

EDIT: I'm an idiot...

Occupation speed is determined by your army's total recon. More cavalry have more recon, so it'll be faster. Stack lots of airplanes, and provinces will switch within days! :)
 
I cannot figure this out. It likely doesn't make any difference but it's like the name of a movie I cannot remember. I am obsessed with knowing why some factories are listed in white text in the build factory menu!!! At first I thought it had something to do with inputs available within province or internal market but this isn't the case. What does the white text mean? I guess I could ask what the black text means as well. It's driving me crazy! Thanks!

White text should mean you can't build that factory because the input isn't available, but remember that's at a state level, not province level. So if a state contains timber, you can build a lumber mill.

This still doesn't make sense to me. I can look at my smallest state and build factories which the state has no source of the needed inputs. I can even build factories when I have no national source and no stockpile of needed inputs. However some factories I do have national sources and stockpiles of inputs yet I cannot build the factory. Quick example, I can build factories that require timber but I cannot build a timber mill.

There must be a better definition of what the black/white text means. Unless im just nuts.

White text means you lack money or materials to build that factory right now not daily input for the factory.

My questions:What does negative tariff do? It subsides imported goods? Also, could someone take a look at my save and explain how does Russia and Italy manage to surpass France and me with such huge industrial score?

Figured it out. I selected the white text factories then hovered over the greyed out build button and it explains it. Some factories require 1 of the required inputs to be produced in state. For example a steel factory required one of coal or iron produced in state.

So some factories can import all required inputs and some can't.

Yes a negative tariff is a subsidy on all imported goods, both pop needs and factory inputs I presume.
 
What EXACTLY does war exhaustion do, and should I want to inflict it on my enemies (for example, occupying the whole country just to wait for it to jump to 100%)?
 
It ramps up population CON to insane levels, and makes revolts everywhere. Also, having higher WE than the WS of a peace deal will make them accept it.

You get a huge -0.5 modifier during peace though, so it'll last around a decade at most even if you drive it to 100%.
 
Also, my question:

How the hell do you reform Russia? I've got a CON of 6, a literacy of 30%, massed amound of culture and industrial techs to industrialize it as much as possible. I also ate up delicious Scandinavian 80% Literacy pop earlier on too.

However, I find that I'm barely gaining any socialists or liberals that I need for reforms - the high CON makes more of them, sure, but my current state of affairs is also making them all leave. Thanks to emigration, now I'm stuck in a bloody cycle, in which I don't know if I'll be able to pass reforms at all.

Is there any advice to get out of this situation?
