It ramps up population CON to insane levels, and makes revolts everywhere. Also, having higher WE than the WS of a peace deal will make them accept it.
You get a huge -0.5 modifier during peace though, so it'll last around a decade at most even if you drive it to 100%.
Also, my question:
How the hell do you reform Russia? I've got a CON of 6, a literacy of 30%, massed amound of culture and industrial techs to industrialize it as much as possible. I also ate up delicious Scandinavian 80% Literacy pop earlier on too.
However, I find that I'm barely gaining any socialists or liberals that I need for reforms - the high CON makes more of them, sure, but my current state of affairs is also making them all leave. Thanks to emigration, now I'm stuck in a bloody cycle, in which I don't know if I'll be able to pass reforms at all.
Is there any advice to get out of this situation?
What's the impact of Attack and Defense stats of land units? Does Defense reduce your casualties or affects your general performance while defending, and attack opposite?
Has there been any mention of when the 1.4 patch is going to be released?

-How do I get more national focuses? I had enough tech, but it said the population of my primary culture was limiting me
-How do I build up industry quickly? Mine's stagnating around 120-130 or so (Belgium)
-How do I get more influence in a country as a GP?
-How do I re-become a GP quickly?

1. You have to research the tech and have one million inhabitants of your primary culture to use each one. There are still good reasons to research those techs, but there's not much you can do about not having another million inhabitants. Population growth will be slow, unless you happen to have lots of cores. A good example is the Ottoman empire, which starts the game one short war away from a badly needed FP.Originally Posted by Retrograde

2. You need to encourage pops to become craftsmen. Do this by making your factories attractive places to work (high profit margins) and taxing your poor. Techs that reduce farm and mine size will also do this. Increasing population helps. Tarif policies can also help, but its not a simple correlation.
3. Limit the number of countries you are influencing at any given time.
4. Look at the score comparisons. It really depends on what you're being beat on. Typically, it is industry that the great powers are beating you on, so you need to work on that (possibly by invading their industrial provinces.)

This is a good question. I'd like to know that too.
Have you been using your NFs and tax sliders to promote clergy to high levels (2%+) in at least all your most populated states? Aside from improving Russia's woeful literacy and tech rate, clergy reduce consciousness in other pops. Liberals will still come, especially if you withhold the reforms (usually voting) they really want. If you're having serious emigration problems, it's also worthwhile to grab a colony, as some of your emigrating pops will end up there instead of in other countries.
How exactly does the multiplayer work? Could a friend and I play as two different nations on an internet network
Also - what exactly do you do with pops? I haven't really noticed them having much of an effect on anything in my nation (I am playing as Spain) and perhaps this is because it is powerful and they don't need to be woried about too much? I don't get it. Thanks!!!

If you go above 25 infamy, then great powers will start declaring war on you to contain you. If you accept their demands in these wars, your infamy will go down much faster for 5 years. If you can shoulder the prestige loss, it may be the way to go (assuming you accept right away, without actually fighting a costly war).
Generate more Clergy in places that don't have enough. High literacy increases CON (which is awkward in the circumstances), but it also increases the chance that your POPs will promote instead of emigrating.
(Also: Doing things that provoke militancy facilitates reform, because for every 1 average MIL your country has, 10% of the Conservatives in your UH will support reform and an extra 5% (on top of the base 50%) of your Liberals/Socialists will support social/political reforms.)

Is it possible to go from HM's Government to a Democracy? Or from Prussian Constitutionalism? Or can you only become Democracy through revolts?
I would try keeping CON down and raise militancy instead. CON will drive emigration faster than it drives reforms. Take every militancy increasing option you can, especially at the expense of CON. This will cause your conservatives to vote for reforms, and choose wisely. Yes, the revolts may get ugly, but nobody said reforming Russia was easy.

In vanilla, you need a Jacobin (Liberal) revolt and to have achieved a government other than Absolute Monarchy. It's possible to mod this in general or to make a specific event.
Certain professions have a greater tendency to be liberal, including clergy and bureaucrats. (Others such as military tend to be conservative.) With a little creativity you can engineer your democratic revolution.
I don't think this is true...and even if it is, a containment is a lot worse than "a prestige loss"...Your military is (randomly I might add) cut in half, you are barred from raising any new troops (and ships) for 5 years and you have to pay indemnities for those 5 years as well.
True. Its not a good situation. But if your goal is to get the infamy down, it does work.
how do you undergo a Revolution in the game? Does it come up as a decision after certain criteria is met?
