What prerequisites do I need to build something in a colony? I have a cp of 39 but a mc of 0 (I'm playing Belgium and therefore don't have the transport capacity to bring a brigade to my colony).
Why can't you transport it? You can build transport ships, then load the brigade onto it and sail towards the colony...?
Anyway, before installing a formal colony (requiring minimum 45cp), you first need a protectorate...

I can't build transport ships yet, that's the problem.
Why so? Lack of resources?

There is no building option for transports. I was able to build another trading fleet, but no transports. The transports I had from the beginning have a capacity of 5, while a colonial brigade wheigs 12.

When I start off the grand campaign as Japan I can trade with Brittain because of their fleet in the in the Northern Asia Maritime Trade zone, but why can't I trade with Chile since Japan is served by the Eastern Pacific Maritime Trade zone and Chile has a commercial fleet there? Is this something I can only do after Japan is forced to open up to foreign trade?

1. Why ships do not gain replacements(1.01h) even in NavalBase and in passive? (They suck it but dont recieve)

Shipyards in the country have produced merchant ships (+3 repl.) and light warships (+1 repl.)
Those are added to your replacement pool (F3 Screen). If you don't see them there they are immediately used by your fleet.

A question about army management: What is the benefit of attaching an officer to a unit? I don't mean putting them in the same stack, but merging the two.

first he reduces the CP costs for unit
second the unit benefits direct from his abilities...
if there is more of it I just forgot it...
