My mighty Mali Empire, this game comes from an experiment I've done by changing government types in more modern ones for the most prominent african nations, in this case only Ethiopia.
Result is, Ethiopia doesn't get raped by Mamluks. Which is awesome.

But, there is something different with this Sweden...
I recently begun a naval focus (got Excellent Shipwrights and Press Gangs) and started building a fleet. Not that it meant too much though; Great Britain declared war at some point, and my budding fleet had little chance against their 50+ big ship navy. The war just ended though and now it's time to rebuild!

Oh man I'd have to go through serious hoops to justify the sudden conversion and whatnot in the narrative. By the way, I fixed Naval Supplies Importer while I was at it (haha what the hell it was dependent on number of ports instead of navy size) and also made it more lenient, so I'm going to leave my modifier version here in case you might want to use it instead of what you're using now or modify the one that I've made changes on:

Ok, this I must show you.
Naples is under a PU with me. LoL and Epirus are my vassals, and I have a big, scary navy.
I used a little gamey strategy to break free from my Aragonian overlords, doing so while we were both at war against Arborea (!), meaning Aragon couldn't get mad at me breaking free.
After that, I consolidated my dominion in Greece by subduing Epirus and Athens (who broke free from Aragon), gaining some much needed manpower and grain.
Then, it was simply a matter of time (and slider moves towards centralization and free market) to fix my terrible economy and hope for a decent ruler (the best one I got until recently was a meek 5-5-5, and was the starter one with the "generous" trait).
After that happened, Aragon excommunicated Naples (which owned Rome and Lazio too) for me so I attacked them while everyone else added in the dogpile, luckily not grabbing any territory. In the war, I got Calabria, Apulia, Basilicata, Capitanata and Cosenza.
Then, I finally got a "form a union with our neighbour" mission that I didn't cance, involving naples itself. I had to wait for Aragon to cancel our alliance and get dogpiled by Castille before attempting the conquest without their intervention (they had a slightly bigger navy and it would have been a nuisance), which was wildly successful and also lead me to the peaceful vassalization of LoL.
My objective now is to inherit Naples, claim crown, NOT form Two Sicilies and crush the Ottomans.
Weird things: Croatia is in Umbria and Hungary is about to reclaim Marche from the Pope. Flanders is in Morea, Tarnovo used to be a powerhorse and the major Balkan power until Wallachia, Hungary and the Ottomans decided they were not supposed to exist anymore. Bologna is free and my good friend, as most of the european countries (2 DIP 8 rulers in a row really help in having friends). Mentese has been wildly succesfull and this doesn't happen everyday, France is almost broken and England is strong and owns aquitaine.

What's the rational behind using the number of ports? Supplies are needed for fleet maintenance, that's the effect the Importer modifier has, it increases naval fleet maintenance. Smaller fleet = you need less supplies = you might actually have enough supply producing provinces to not need to import
It makes no sense for your entire fleet to get more expensive just by getting an extra province but maintaining the same fleet size as you did before.

No it doesn't, it changes recruitment cost (global_ship_cost). Fleet maintenance is naval_maintenance_modifier. I still agree with your change though because grain importer is based on the number of infantry and cavalry regiments you have, not the number of land provinces, and same with the bronze and iron importers which are based off the number of artillery regiments you have. Your change makes the naval supplies modifier consistent with those, and now all four modifiers increase recruitment costs if you have too many regiments.

I'm pretty sure Ship Costs is both recruitment and maintenance. I do recall that during the patching, in threads about the released patches when naval maintenance costs were discussed, the devs were treating Press Gangs as cutting maintenance costs to half (in vanilla the NI gives a 50% reduction).

In my Japan game, ship costs also made an impact on upkeep, just how I like it.
I did change the Blessing to -.7BB and i have awful realm duress and im in the process of crushing Lithuania...but what a great time to have Russia unified.
