Well, part of the problem was that a large part of Red's missile boats were being played by small speedboats that would have sunk under the weight of one missile, let alone the four to eight they "carried" in the exercise. Hence why blue couldn't detect them.

Must be for land-based sea defense, as shown in those nice photos. The only vessel I can think of that could conceivably carry NSMs would be Gawron, and they go for RBS-15 if I am not mistaken.

Not a bad choice. NSM batteries in Poland should well and truly deny the Baltic sea entrance.
 
This is Gawron, by the way, it's the Polish word for a rook:

We were supposed to get 8 of those corvettes, but there's no money (costs got tripled due to ever-changing designs, compared to original German project), neither of them got finished since 2001 when the project was launched and the shipyard which was making them went bankrupt lately. Our minister of finances is on the record saying "we don't need a navy", and our defence minister is going to review the project in the coming couple weeks.

15 in total first ships would be ready by 2021 two types about the same length, "Destroyer Version" would have more command and control devices and more specific weapons systems. "Frigate Version" would have a more mix of weapons for multitasking
