Ive noticed that when the second Russian civil war happens soviet Russia and normal Russia have the same commanders and at the very least have the same admirals.

AFAIK the Belgrade Pact has been re-worked extensively into the 4th Balkan War if things degenerate horribly. I can't recall if it fires with Belgrade Pact exactly, but its still rare as hell. I think its strongly dependent on Serbia and Austria, since Serbia can be puppeted by Austria after their Ausgleich in 1937, killing off the 4th Balkan War.

Just apply the hotfix to make it work with 1.02beta2 and it should work.

Apparently, it doesn't.
Since I installed 1.02 final, I get a critical error during the map loading screen of Kaiserreich.
Something about bulgaria.ai,"missing = in statement" (whatever that means).

Installing the hotfix doesn't solve the problem.

From what I understood, the bulgaria.ai problem means that there's a wrong installation.
Someone from the KR team should clarify this, but try reading the previous page of this thread, where someone else reported the same problem.

I've done a clean install, patched to latest 1.02 and then installed and hotfixed KR and I still get the bulgaria.ai problem. This is retarded. I have never had problems with KR before this.

The dissent cost has been reported before, and was at that point not a Kaiserreich bug, but a Darkest Hour bug. It was supposed to be fixed with 1.02 final, though. The money cost thing also looks more Darkest Hour-related than Kaiserreich-caused.

I have the same problem... some bulgarian ai file missing and bla bla, please help me, i've installed DH, then Beta patch, then kaiserreich, then hotfix for beta patch 2, and then hotfix for norwegian ministers, so now what?

I think have found a bug...in my game, as Socialist Italy, I invaded Austria and after have annexed and relased it, France launched the invasion of Hungary. The problem is that the conquered provinces were all Austrians, and when Budapest fell, Syndacalist Austria centralized the empire. Is this supposed to happen?

I have started game with Russia but I cant research any land doctrines past the ones which have allready researched. Do I get some kind of event to choose one of the trees or what?

Yes, in 1937 there will be a "Reorganization of the Army" that will give you four choices, one for each land doctrine branch; along with a good tech team for it as well as some blueprints to help you along.
