Then you're most certainly thinking of the "Outlaw the Communist/Fascist Parties" persistent events that changes the democratic slider. They've long since been correctly renamed to Outlaw the Syndicalist Parties and Outlaw the Extreme Nationalist Parties and now moves the open society slider instead.

The sky is clouded and the streets are empty but suddenly footsteps could be heard.
A man is running down the deserted streets holding a briefcase, a small grin can be seen on his face.
After a few moments he stops in front of a small house with shattered windows, he slowly raises his right hand and knocks three times.
A few seconds pass and the sound of a key being inserted into the keyhole could be heard, and shortly thereafter the door opens.
The cold breeze coming from inside freezes the man's soul, while his eyes were adjusting to the darkness inside a voice says: "Come in, we've been expecting you"
Though a bit startled he enters and sees a round table with people sitting all around it.The person who opened the door sits down and asks: "Have you brought it?"
As the men around the table were staring at him he responded with a faint: "Y-Yes" and puts the briefcase on the wooden structure.
One of the people tries to open the briefcase in order to see its contents but the mysterious man stops him and says: "Open this only after I am gone"
He then turns his back on the group and starts walking towards the door and leaves.
The men were anxious, "Could this be it?" they thought "We waited so long for this".
A tall Brazilian with a long beard reaches for the briefcase and opens it, in it lay a small bag which had the name "Kaiserreich 1.6" written on it.
With trembling hands he reached inside and pulled out what looked like a letter.
The American quickly grabs a knife and cuts a small opening.
The letter had a small piece of paper that held only one word on it:
"SOON"
