It depends on many things D4rk but I'd say the speed is pretty much the same in a typical fight.
Something I happened to think of. If the German Empire were to annex Austria, would it make sense then for Wilhelm II to retool Kaiserhymne as Deutschlandlied like in our timeline? It would fit his bombastic personality, as I'm sure he believed Germany to be the top dog.

So the year is 1937, I'm playing as Germany. I've intervened in both the American and Spanish Civil Wars, supported the AUS and Kingdom of Spain, and basically won. I'm trying to extend my alliance into Scandanavia, Russia, and National France. Will Denmark, Sweden, Netherlands, Russia, or National France ever accept an alliance from Germany and/or through events?
National France can be an ally with you via event.
Same with Denmark & Russia.

Haha I enjoy playing as Germany. I've been trying to contain Syndicalism everywhere is springs up (my last game I was Union of Britain doing the exact opposite) and establish hegemony across all of the Atlantic. It was funny though. I only sent about 25 divisions to intervene on behalf of the AUS, but it took approximately 60 divisions to save the Kingdom of Spain, who is much, much smaller. When does the alliance events kick in?
Have you defeated the Commune of France yet? You get an event to invite National France back and enter into an alliance with you when you defeat the Communards.
This. And you get the Denmark event when the UoB attacks Denmark.
The Russian one can happen in lots of ways. It all depends on them
No, currently I am fighting interventions in America and Spain defending my interests. I was going to prepare for an intervention to help Russia secure Siberia if they would join my alliance... But they are at a 0 chance currently.

Okay, so here are the countries I am looking to pull into my Mittleuropa: Netherlands, Sweden, Finland, Russia, Italian Federation, Portugal, and National France. Portugal seems to be impossible to ally with. Italy too. Is there an event for this? Also, due to my direct military intervention into both the civil wars, Ukraine is Syndicalist but stuck in my alliance and still has +195 relations with me. Can I influence them back to authoritarian democrat?
Netherlands: There is an event where the Commune may attempt a coup there. IIRC, this may trigger their entrance into Mitteleuropa.
Sweden and Finland: Germany can chose to support either of them during the Aland Crisis, which may trigger a war. Can't recall if the country that Germany choses to support gets into the alliance, however.
Russia: There are several paths involving Russia entering Mitteleuropa. But they can also join the Entente, ally with Japan, or even get neutral.
Italian Federation: If the SRI attacks the IF before the Weitkrieg, Germany may warn the Internationale to stop the attack. If they ignore, Germany gets a chance to invite the IF into Mitteleuropa.
Portugal: In case of syndicalist victory in the Spanish Civil War, Portugal gets a chance to join ME, the Entente, or stay neutral.
NatFra: When Germany annexes the Commune, one of the options is handing France back to NatFra in exchange of an alliance.
As for Ukraine... There's an event for them where they'll either have Kruschev proclaim a Soviet Republic (which will break the alliance with you), or the king will return (and they become AD once again).

It already has some event with Khrushchev in the name and their ideology is Syndicalist. Has it happened already? Also, it may have not worked because I was in wartime and you can't break alliances then maybe?
Ukraine's Khrushchev event is separate from the foreign policy event. So they can be syndicalist and a German ally at the same time.
Ukraine may go Radical Socialist, with the king as HoS and Kruschev as HoG, without breaking from ME. Sometime after that, there's the event where either Kruschev proclaims the Soviet Republic (thus breaking with ME) or the King deposes him (becoming Autoritharian Democrat again). I'm not sure if not being at war is a trigger for this event, but probably is - so the event will only fire once Ukraine is at peace with everyone again.
Okay. If I intervened and annihilated CNT-FAI during the Spanish Civil War, can I still get Portugal into ME?
Also: National Populist Russian Empire crushed the Soviet Union, so can Ukraine become a Soviet Republic? I'd like to keep them if I can without starting WWII.
Not through events, at least. If you want Portugal that bad, just invade the place.

And I think (maybe I'm wrong) that Russian expansion over Ukraine depends on it not being allied to Germany.
