The Election of 1851

Despite the economic prosperity and reforms of the 3rd Parliament the governing coalition had failed to hold itself together. The evolution of the radical but liberal minded Chartist party into the pro-socialist Labour Party created a chasm between Earl Russell’s Liberal Party and their coalition partners. After the collapse of the coalition Russell vainly attempted to come to an arrangement with the Tories but this initiative too eventually failed. Now with a new ideology, perhaps more dangerous, working class movement threatening the stability of British capitalism the entire male population, for the first time in their history, had the opportunity to go to the polls and change the fate of the country.

The Labour Party

Founded around the principle of bettering the conditions of the working class the Labour Party regarded itself as a broad movement for the entire class. Touting socialist values and demanding systemic reforms the party terrified the aristocratic and bourgeois backers of the other political parties.

Party Leader: George Julian Harney

As a young man George Harney took part in the revolution and civil war of the 1830s, fighting on the side of the rebels from the very first mass protests in London. After the war he was involved on a local level with the Radical Party and through the following years slowly rose through the ranks. By the time the Chartists split from the Radicals following the troubles of 1842-43 Harney was at the centre of the party leadership. As continental ideas started to flow into Britain via émigré revolutionaries – coming to Britain due to the lack of state censorship – Harney became supportive of socialism, as did many of his colleagues. After the rise of the Chartists into a coalition with the Liberals after 1847 Harney’s program of shifting the party to the left heated up. The shift of the party from following its success in securing universal male suffrage and an end to anti-Union laws isolated Feargus O’Connor and made it easy for Harney to eventually unseat him. Shortly after becoming Party leader Harney abolished the Chartist Party and formed the Labour Party, which was tied much closer to grassroots working class movements. Attempts to force the Liberals to support Labour Party social reforms brought down the coalition, leading to a new election.

Policies

Economic:

Our booming economy is currently working to the benefit of a tiny elite. We must reform the way our economy works so that it benefits all members of society.

The system of taxation is in need of a radical overhaul. The heaviest burden of taxation should be placed upon those who can most afford it – the wealthiest. We therefore support a progressive taxation system in which the wealthiest shall pay taxes 20% higher than those on middle incomes who shall in turn pay 10% more than the poorest.

We should raise social spending to the highest level it can reach.

If need be the state should intervene in order to ensure that vital factories remain open so that workingmen do not lose their jobs. We must also use the state to support the construction of much needed industries in the cities of Ireland, beyond Ulster, where there is a high level of unemployment and poverty.

As much as a 5% tariff may be raised on imported goods.

Reforms:

The conditions of the workers in Britain today are truly abominable. We are not slaves and should not be treated as such. The Labour Party therefore supports a broad manifesto of social reform:

There shall be a minimum wage to ensure that all workers can support themselves and their families.

There shall be a maximum 14 hour day created. This is merely a progressive step, in the future the working day shall be gradually shortened to 8 hours to make room for 8 hours work, 8 hours sleep and 8 hours leisure.

There shall be a small state provided pension for retired workers to ensure that our elderly can live adequately after they are no longer able to work.

There shall be a small subsidy provided so that the poorest can have some degree of healthcare.

Foreign Policy:

There is no need for foreign military ventures at this time. However we should continue to expand the markets available to us so that our industries can continue to export our output and import the needed inputs.

The Liberal Party

After securing its position as Parliament’s largest party and the leading position within the governing coalition the Liberal Party had firmly established itself within the British political system. A successful program of reform, beneficial foreign ventures and an economic boom furthered the reputation of the Russell’s government. However a failure to deal with the evolution of their coalition partners doomed the Liberal government to collapse.

Party Leader: John Russell, 1st Earl Russell

John_Russell_1st_Earl_Russell_by_Sir_Francis_Grant_detail.jpg

After a successful 4 years as Prime Minister Russell was eager to secure a more stable government for Britain. For this Russell hoped his party could secure the first absolute majority the history of the British Republic.

Policies

Economic:

The economy is booming. There is clearly no need for a change in the economic policies of the government. Indeed, such an alteration would be imprudent and could well bring the current boom to a shuddering halt.

A flat tax, no tariffs and no intervention in the free market shall secure the success of our economy.

Reforms:

We have total freedom of speech, we have equality in our democratic system, and we have no meaningful restraints on the reasonable demands of the public. What further reforms could be required?

Foreign Policy:

We must continue with our isolation from continental affairs – a policy which has for long been of great benefit to the people and state of Britain. Our future lies in expanding our influence in Asia.

We should also once again seek those long sought after ties with our fellow Republic across the Atlantic – the United States. Tensions created by the annexation of the Atlantic Republic have since died down and hopes of friendly relations are very apparent once more.

The Conservative Party (Tories)

Out of government but slowly rebuilding since the electoral catastrophe of 1841 which saw Tory support collapse and the Party enter government. Having finally done away with Robert Peel the Conservatives seem confident that they can finally reassert themselves as the dominant force in British politics.

Party Leader: Benjamin Disraeli

young-disraeli.jpg

That was the ambition of the young Benjamin Disraeli. From a new generation of Tories Disraeli had finally started to move the party away from its old focus on the interests of the landed aristocracy and into the new world of Republican politics. Whilst his ambition of an alliance between the aristocracy and the workers remained a fantasy his desire that the government should serve the interests of the entire British people had taken effect within the Party.

Policies

Economic:

There is no need to continue the old system of tax cuts for the wealthy. It is clear that economic situation in Britain has moved on from when investors needed the cradling support of effective buys from tax. We therefore propose a flat tax regime.

Tariffs shall be used to raise funds and to protect native industries.

If need be, to avoid unemployment, subsidies can be provided to ensure that industries remain operative if they start to lose money in the short term.

Finally, the state should openly intervene to protect industry in Ireland. If we provide state support we can give work to the Irish unemployed, make it clear to the Irish that the British state is a force for good in that part of the world and can assert influence on the island..

Reforms:

The Tory party continues to support a radical reform to the police service in Britain.

It also supports the centralisation of governmental powers in Ireland to London. Ireland is an integral part of the British Republic; it should be treated as such.

The growing influence of the violent ideology of socialism is dangerous to the stability of this country. It is important that we encourage the foreigners who brought these ideas with them from Europe, such as that cad Marx, to leave Britain forthwith.

Foreign Policy:

A support for Empire overseas and the build up of a pro-British bloc in Europe. These should be the central tenants of British foreign policy. Belgium and Sweden can be quickly secured in alliance, we should then look to Prussia and Spain so further encircle our enemies in France and leave us in a dominant position in Europe.

We should also invest in expanding the army and navy.

Long live the Empire!

The Whigs

After the disaster of 1847 the rump remains of the old Whigs continued to fight on in desperation to restore their position of prominence within British politics. Continuing the support the old hard lines of the Whig Party of previous decades they hoped to be able to reclaimed support lost to the Liberals.

Party Leader: Henry Petty-Fitzmaurice, 3rd Marquess of Lansdowne

449px-Lord_Henry_Petty.jpg

At 71 Landsdowne seemed to epitomize so much of what the Whigs had faced criticism in the past decade for. He was old (just one year young than the man he had replaced as leader – Melbourne), highly aristocratic, against any reforms (he had been one of the most prominent members of the Whig Right when the pro-reform supporters of Earl Russell moved to form the Liberals), was a definite support of industrial interests and refused to even consider interference with the free market in any way. In these ways he appealed strongly to the Whig core, but after the recent electoral disaster it was questionable whether the Whig core vote was actually strong enough to restore the party to prominence.

Policies

Economic:

A totally free market shall create political freedom and economic success.

Let there be a taxation system that encourages enterprise through tax cuts for those who create wealth, let there be no tariffs whatsoever and let there be no intereference by the state in the running of the economy.

Reforms:

Do we not live in the freest society in Europe? There is no need to create further freedoms when they are already near absolute.

Foreign Policy:

Total isolation from Europe and Imperial expansion in Asia.
