has anyone seen the Papal State annexed? it seems to me that the AI never do that - could it be an implemented behavior of the AI?
I've seen it happen, but the AI generally avoids taking Rome.
You don't. Most people learn them through experience, though they're probably on the wiki somewhere. As a general rule, the only ones to really worry about are mountains and hills.
Go to terrain map mode, and hover your mouse pointer over the relevant area until the tooltip pops up. The actual numbers are fixed; I know they're in the manual (like -1, -2, etc.) but they might be elsewhere on the forums or in the wiki.

I'm trying a WC as England - > France. I know I need to have my primary culture be Breton (correct?) but I'm not sure how to do that. How?

You need more provinces of your new culture than your old one. And your capital has to be of the new culture.
Also, I think it's Cosmopolitaine, which is the culture in Ile-de-France, not Breton.

Is there something that prevents Indian nations from taking the 'empire' government type?

}Meaning yes, there is something preventing Indian nations from taking the imperial administration decision. Only nations in the higher tech groups can do it.
To clarify that further, you need to westernize to Muslim to become an empire.
I was told 1355 a while back. The ingame ledger "how many provinces you've had throughout the years" graph is labeled 1357 iirc (when you own every province of course), but that doesn't necessarily mean anything.
